BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
October 9, 1991
The BOWS Board was called to order by Chairman Carl Stephens at 7:00 p.m.

Jean Jacobs, present
Shirley Johnson, absent
Approval of Minutes of September 11, 1991:
Brown motioned to approve the minutes of the September 11, 1991 meeting.
Seconded by Stephens. Vote: all aye. Motion carried.
Gennell motioned to endorse the City Code regarding Commercial Signs and Parking
as it satisfies the current needs of the BOWS Board. Meta seconded. Vote:
all aye. Motion carried.
Listed below are changes made to BOWS Master Plan Outline:
(Section I. J,) - Recreational Facilities -
(1) Senior/Civic Center - Meta submitted recommendations to be included in
outline.
(2) Parks - Meta to submit revised report.
(Section II. A,) - Commercial Property) -
(1) Signs - The Beautification Board has reviewed and endorses the existing
City Code as it satisfies the current needs of the BOWS Board regarding
"Signs" .
(2) Dumpsters - Recommend all dumpsters be placed in an inconspicuous
location and screened on its four sides by a wooden fence. (To be further
reviewed by Gennell.)

(3) Irrigation - Meta to review, with emphasis on requIrIng irrigation systems
for all future landscaped areas of commerical development.
(4) Landscaping - Meta to review the requirement that all future commercial
development accommodate reclaimed water for landscaping. (Gennell to also
review. )
(5) Parking - The Beautification Board has reviewed and endorses the existing
City Code as it satisfies the current needs of the BOWS Board regarding
"Parking" .
(6) Buffers - (To be further reviewed by Gennell.)
(7) Setbacks - Recommend increasing the commercial front setbacks zoned C-l and
C-2 to a minimum of 50 feet from the right-of-way and side setbacks to a
minimum of 20 feet.
(Note: Delete Maintenance from the Master Plan Outline.)
(Section III. A,) - Residential Property -
A. Garbage Container POlicies/Dumpsters - Stephens to review the City Code
regarding Garbage Container Policies.
Dumpsters - Recommend all dumpsters be screened on all four sides and not
visible from street.
B. Garden Clubs )
C. Tree Programs ) (Move to VIII. Projects in Outline)
D. Special Projects)

(6) Garden Clubs - Gennell and Jacobs to review.
