BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
WEDNESDAY, OCTOBER 10, 1990
The BOWS Board was called to order by Chairman Carl Stephens at 7:00 P.M..
ROLL CALL:

Mrs. Gennell made a motion to approve the minutes of the September 12, 1990
meeting. Mr. Grantham seconded the motion. All ayes. Motion carried.
Discussion of beautification of Winter Springs Elementary School by Mr.
McDowell and Mr. Nystrom: Mr. McDowell said the grounds have been edged and
cliPPed, trash has been picked up, and they have a new sign and fencing. He
said the School Board has allotted $65,000 for the paving of the parking lot.
In two weeks the landscaping around the front of the school is going to be
started. The brick marquee will be lit at night. He said he has planted six
cluster trees, and will add more. A sprinkler system has been put in. He said
the Winter Springs Police have been "fantastic" in helping keep vandalism down.

He explained that there are two ways the paving can be done. They can ei ther
do away with the two "figure eights", and have two rectangles, or leave it the
way it is and take the area that is presently stone etc., (that looks like a
rectangle - where the sign is), and completely pave that. He wants to leave
the section where the marquee is, not paved, but put in soil and landscaping
around the sign. He feels it will take two years to complete the work. The
target date for the paving is this school year through June. He said he will
get back with BOWS and let us know the progress. Discussion. He will ask the
School Board for help, and said he would appreciate the BOWS Board's help too.
Mrs. Gennell said she would ask Gil Artman about trees. It was decided to ask
for fifty trees.
Or lando Terraces: Mrs Gennell questioned the statement in the Ci ty Attorney's
letter concerning holding a Workshop at a club house, as he did not mention
meeting in a field. She said she feels he should be asked about that. She
read a letter from Carol Morrison on behalf of the North Orlando Terrace
Homeowners Association stating what they would like for the City to do to
beautify the Terraces through the BOWS Board. The letter stated that the cost
to BOWS will be $1,400.00. Discussion. Mr. Gray recommended that we take no
action at this time as there are too many properties adjacent to the median
that need attention first. He offered to give them a five foot Laurel Oak of
his own. Mrs. Gennell made a motion to hold this for consideration in next
year's budgetary recommendation. Ms. Meta seconded the motion. All ayes.
Motion carried.

Discussion of bike project: Mr. Stephens said the Commission liked the idea of
a bike roadway project. Jackie Koch, the City Planner, gave him a map which
shows how collector roads could be used for bike ways instead of state roads.
Mrs. Gennell said she would get in touch with the man who is the liaison
between DOT and groups that submit proposals, and find out if this is a viable

thing to apply for a grant for. She said she would contact him within the
next couple of months. Discussion.
Reconunendations for Public Works in the Master Plan: Discussion. Mrs. Gennell
suggested 4 ft. Podocarpus along the length of the wall and and across the
street from Public Works. The sequence will be: 1. Building; a. Repair and
paint, b. Irr igation, c. Podocarpus. d. Resurface the parking lot. 2 . Lot
across the street on the south side; a. Irrigation, b. Plant shrubs around the
perimeter of the lot; 3. Maintenance routine for Public Works.
Mr. Stephens said David Barth, Landscape Architect with Glatting Lopez, etc.,
has volunteered to do a landscape plan free for the City Hall. He would like
for the BOWS Board to meet with him on the front lawn to get a general idea.
Discussion. It was decided to meet with him at 4:00 on a day when it will be
convenient with him. Mr. Stephens said he will call him.
There was discussion of Mrs. Reid's absences.
The meeting adjourned at 9: 30 P. M. .
