BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
WEDNESDAY, SEPTEMBER 12, 1990
The BCMS Board was called to order by Chairman Carl Stephens at 7:00 P.M..
ROLL CALL:
Chairman Carl Stephens, present
Vice-Chairman Cindy Gennell, present
James Gray, present

Terri Meta, present
Mrs. Gennell made a motion to approve the minutes of the August 8, 1990
meeting. Mrs. Brown seconded the motion. All ayes. Motion carried.
Mr. Stephens introduced Ms. Terri Meta, the new member of the Board.
Mrs. Carol Morrison, President of the Terrace Homeowner's Association, was
introduced, as well as other members, Louise Vance, Paul Morrison, and
Priscilla Cole. Mrs. Morrison said there is an "island" on Moss Road south of
434 which needs cleaning up very badly. She said the whole area needs
beautifying. They need an irrigation system for the lIislandll. Mr. Paul
Morrison read a proposal to the Board which he had written. In the proposal,
he stated that they would like for the BCMS Board to help enhance their
neighborhood. He read a list of needs according to priority. Copies of the
proposal were handed out to the members of the BCMS Board. Discussion. Mr .
Morrison said it would probably cost $1,000 to make the improvements they need.
Mrs. Gennell made a motion to take into consideration getting back in touch
wi th the Terrace Homeowners Association. Mr. Stephens suggested that the Board
go and look at the situation. Discussion. Mr. Grantham seconded the motion.
All ayes. Motion carried. Discussion. Mr. Stephens said he would call Mr.
Rozansky about the Board r s meeting for a Workshop at the site. He suggested
that individual members of the Board go look at the site and report on it at
the next meeting.
Mr. Stephens reported that $1,000 would be available for a landscape architect.
Mrs. Gennell said that at the Commission Meeting, there was consensus that it
was alright to get a landscape architect. Mr. Rozansky will ask the architect
for the Park, how much he will charge, and he will also talk with other
architects.
Mrs. Gennell handed out a synopsis of the Redevelopnent and Beautification Plan
which was the subject of the Longwood/Winter Springs Chamber of Conunerce
luncheon. She reported on the luncheon. She also handed out DOT Highway
Beautification Council News papers which explain the grant projects.
Mrs. Gennell made a motion to continue with the same B~ Board officers we had
this past year. Mr. Gray seconded the motion. Discussion. Mrs. Gennell
retracted her motion. Mrs. Gennell nominated Mrs. Brown for Secretary of the
Board. Mr. Stephens seconded the motion. All ayes. Motion carried. Mr. Gray

nominated Mrs. Germell for Vice-Chairman. Ms. Meta seconded the motion.
All ayes. Motion carried. Mrs. Brown. naninated Mr. Stephens for Chairman.
Mrs. Germell seconded the motion. All ayes. Motion carried.
Mrs. Germell suggested that either the State acquire an extra right-of-way or
the City go in with the State and get some extra right-of-way for PeOple to
bicycle to the Park. Discussion. She made a motion that we pranote the
development of a bicycle throughway from both ends of the City into the SUper
Park along the right-of-way of the 434 improvements. Mr. Grantham seconded the
motion. Discussion. Mr. Stephens suggested that this be put on the agenda of
the October 8 Cormnission meeting as "BCMS Presentation". He asked that the
Board members attend the meeting. All ayes. Motion carried. Ms. Meta said
she would get examples of bike roadways around. the Country, to bring to the
meeting .
Mr. Stephens suggested that the Board go out and look at the "islands" before
the next meeting on their own. Mrs. Gennell said she would call Carol Morrison
about taking pictures of the "islands".
If a landscape architect is chosen before the November meeting, it was decided
to ask him to the meeting.
A letter to Mr. John Nystrom inviting him to the October meeting was dictated
to the Secretary. Copies of the letter will be sent to Mr. McDowell,
Principal of Winter Springs Elementary School, and to Mrs. Nancy McNamara,
Director of Elementary Education for Seminole County.
The meeting adjourned at 9: 15 P.M..
