BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
WEDNESDAY, JUNE 18, 1990
The BOWS Board was called to order by Chairman Carl Stephens at 7:00 P.M..
ROLL CALL:
Chairman Carl Stephens, present
Vice-Chairman Cindy Gennell, present
James Gray, present
Jesse Grantham, absent
Susan Reid, absent
Diane Brown, present
Commissioner William Jacobs was also present.
Mrs. Gennell made a motion that the minutes of the May 9, 1990 meeting be approved.
Mr. Brown seconded the motion. All ayes. Motion carried.
Mr. Stephens announced that Mr. Richard Allen has resigned from the BOWS Board.
Discussion by Commissioner Paul Partyka on beautification of City Hall: Commissioner
Partyka said he felt that keeping the grass cut and keeping the hoses out of sight
would be a good start. Then, add trees gradually. Discussion.
Commissioner Jacobs said the Board should have a budget. He said we need to identify
the projects we want to do, the time it will take to do them, the cost of doing them,
and when they will be done. Then turn this information in to the City Manager, and he
will recommend the department that will do it. The Commission will have to approve
the budget. He said if the Board gets a budget, and a one, two and three year plan,
he will present it to the City Manager. The budget sessions will be in August and
September, so the City Manager will have to see it before that. Discussion.
There was discussion about the welcome to the cities signs on 434 which are too close
together and are confusing. Commissioner Jacobs said he would ask Mayor Grove to
contact the Mayor of Casselberry to see if they can work something out.
Discussion of Winter Springs Elementary School property: Mrs. Brown said she spoke with
Mrs. MacNamara, who said there is no money available. Commissioner Jacobs offered to
call Superintendent Hughes to ask him what we should do. Mrs. Brown said they now
have a beautification committee at the School. She said the new Principal is already
working on the sprinklers. He now knows that the property between the fence and the
sidewalk is his property, and he will keep it mowed and keep the trash picked up.
Update on Casselberry property: Commissioner Jacobs said he believes that the property
under the power line easement belongs to the golf course.
Commissioner Partyka suggested getting planners, developers, etc. involved, and have
everybody come up with a plan everyone would agree on, then get a professional planner
and plan it out, and make any needed changes. Discussion.
Commissioner Jacobs asked the Board to call him if we need help.
It was decided to invite the beautification committee of the Winter Springs Elementary
School P.T.A. to the August 8, 1990 Meeting. Mrs. Brown said she would call Mr. McDowell,
the School Principal, and the School.
