BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
WEDNESDAY, APRIL 11, 1990
The BOWS Board Meeting was called to order by Chairman Carl Stephens at 7:00 P.M..
ROLL CALL:

Mr. Grantham made a motion to accept the minutes of the March 14, 1990 Meeting. Mr.
Gray seconded the motion. All ayes. Motion carried.
Discussion by City Manager Richard Rozansky concerning code enforcement: Mr. Stephens
explained that the Board is concerned with how far it can go in recommending or possibly
filing complaints to the Code Enforcement Board in the interest of beautification.
The City Manager explained the code enforcement process. Someone brings a problem to
the attention of the City. He himself looks at the problem and calls the Police Chief
or a building official, who goes to the person to try to get him to correct the problem.
If he doesn't comply, it goes to the Code Board. They notify the person that they are
going to prosecute the case. They give him a certain amount of time to correct the
problem. If he doesn't, he is fined so much a day until the problem is corrected.
If it still isn't corrected, we go to the courts and file a lien on the property.
The City Manager said the BOWS Board can send him a memo as a Board when they see a
flagrant violation, and he will do what he has explained. He will talk with the
City Attorney concerning whether the Board can file a complaint as a Board. He feels
it is not in the best interest of the Board to do that.
The City Manager said he would find out who owns the land at the Winter Springs
Elementary School between the sidewalk and the fence, and let the Board know.
Mr. Stephens said that according to the Casselberry City Hall, Rich and Leonard
Casselberry own the property on 434 that the Board is interested in obtaining for Winter
Springs. The City Manager said he felt that the City would be interested in buying it.
The City Manager said the BOWS Board can come and give their input at the Commission
Workshop Meeting on April 30, which will concern the 434 Corridor.
Discussion with Tom McDowell on the beautification of the Elementary School: Mr.
Stephens reported that Mrs. Brown has spoken with Mr. McDowell. He has said he cannot
move the fence back because of the parking situation. Mr. Stephens suggested
approaching Mr. McDowell again when the Board finds out who owns the property between
the fence and the sidewalk. Discussion.
Review of applications for Arbor Day: Mr. Stephens said he has talked with Gil Artman.
Mr. Artman has reviewed all of the applicants and has "okayed" twenty for tree
plantings which involves 450 trees. Discussion.

Formulation of List No.3: Mr. Grantham suggested the beautification of City Hall as
an item for the list. Mr. Stephens said he would call the City Manager about suggestions
for the beautification of City Hall. He said he would also ask him about who to call
for landscaping ideas. Mr. Grantham suggested finding out whether UCF has a horticul-
tural class, and possibly getting some of the students to submit landscaping as a project.
SCC was also suggested. Mr. Grantham said he would check into it.
Ownership of the Property on 434: Mr. Gray said he would go see Rick or Leonard
Casselberry about the property.
Mr. Stephens asked the Board to have ideas for input for the April 30 Commission
Workshop Meeting.
The agenda for the next meeting of the BOWS Board, May 9, will be discussion of the
Elementary School property, the 434 land parcel, Mr. Grantham's talk with UCF and
SCC, input from the Commission Workshop, and ideas for the Master Plan.
The meeting adjourned at 8:30 P.M..
