BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
WEDNESDAY, FEBRUARY 14, 1990
The BOWS Board Meeting was called to order by Chairman Carl Stephens at 7:00 P.M..

Mrs. Gennell made a motion for the approval of the minutes of January 10, 1990. Mrs.
Brown seconded the motion. All ayes. Motion carried.
Chairman Stephens welcomed the new member of the Board, Richard Allen.
Department of Transportation Representative, Scott Grant, Discussed the map which he
brought to the meeting, of the construction plan for a section of SR 434 from Timberlane
Trail to SR 419. He said that the area immediately west of 419 is the only area where
trees can be planted. He discussed the map. Members of the Board will receive copies
of the map. Stan Mann is the Permits Engineer, and will be working with the Board on
obtaining the permits to do the work. Mrs. Gennell said she would ask the City of Eustis
how the "islands" in Eustis, which are uniform throughout the City, were done (what
organizations are in charge of them). There was discussion on the plans for the improve-
ment of 434 from 419 to Tuscawilla and from Tuscawilla to Oveido.

Priority Problem List: Abandoned or flfor salefl cars sitting by the side of the road were
discussed. Items on the list were discussed.

Discussion of Arbor Day by Gil Artman: Gil Artman, Director of Public Works, said he
would like to see Winter Springs recognized each year as "Tree City USA". The requirements
for that are to have an Arbor Ordinance and to spend $2 per capita on trees, which
includes the Public Work's job of pruning the right-of-way trees and planting trees.
He said what he envisioned doing for Arbor Day, if the Laurel Oaks are hardy enough to
be transplanted, is to have an Arbor Day program, an Arbor Day Proclamation, and to
have activities. The first approach, he felt, would be to get the Homeowners Associa-
tions involved in the planting of the Laurel Oaks in their subdivisions. He feels it
would be more meaningful if the BOWS Board stimulated interest and got community involve-
ment. He has devised a Winter Springs Arbor Day Tree Planting Application, naming the
organization, president, contact person, number of trees requested, and a small sketch
of where they want to plant the trees. He said he would review the sketches to insure
that there aren't any utility problems where they plant them. Then make a presentation
on Arbor Day. A representative of the Homeowner's Association will be presented with
a number of trees in line with the number requested. Mrs. Gennell suggested putting
applications at the City Hall and let the media and everyone know they are available
there, and can be dropped off there. Mr. Artman could 'go over' them, and they could
be 'rubber stamped' by the BOWS Board. On Arbor Day, the BOWS Board along with Gil

Artman could give out the trees. Mrs. Gennell made a motion that the Board accept to
participate in that and promote it. Mr. Allen seconded the motion. Vote on the motion:
All ayes. Motion carried.
Mrs. Gennell said she would volunteer to do the publicity for Arbor Day with John Horner.
National Arbor Day is the fourth Friday in April, the 27th. Mrs. Gennell said the letter
should be ready to go out March 1, and the deadline for the applications could be April
1. The applications can be marked "Attention: BOWS Board" when they come back to City
Hall. Mr. Artman suggested that he could have the applications on April 1, and give
the Board a report on them at the April 11 meeting. He said he would like for a member
of the BOWS Board to assist him at the Commission Meeting when he addresses them
concerning a name for the Park and the Arbor Day Proclamation.
Mrs. Gennell made a motion that we draft the letter subject to the City's approval to
go out on behalf of Arbor Day promotion. Mr. Stephens seconded the motion. Vote on
the motion: All ayes. Motion carried.
It was decided to have a Workshop Meeting on Monday, February 19, 1990 at 11:00 a.m.
at City Hall, in order to make a rough draft of the letter.
Report on the status of retention ponds: Mrs. Gennell said that all retention ponds if
they are not owned by the City, are owned by someone else. If there is a violation
with a pond, it's referred to the Code Enforcement Board, which is Nuisances under Section
13 of the City Code, and they are empowered to fine them up to $250 a day for not complying.
A private citizen must make a complaint to the Code Enforcement Board. The City has the
power to go in and clean it up and assess their property.

Diane Brown's report on discussion with Mr. Bovio: Mrs. Brown talked with Mrs. Nancy
MacNamara, as Mr. Bovio is not in charge of schools in Winter Springs. Mrs. MacNamara
is willing to come to the March meeting. She also may bring the new principal with her.
They have discussed the beautification of the school with him, and they are very interested.
Discussion of land on 434: The Board wants to find out who owns the property. Mrs.
Gennell asked Mary Norton to send Jackie Koch a memo in order to get the information
for the March meeting.
New Business: Mrs. Gennell said there is really no place to plant trees on 434 as it
exists. She said the main thing now, is to try to get the fence at the Winter Springs
Elementary School moved back, and the swales there redone. She said it can be done
either through a grant or permitted if the City wants to do it. She said something can
be done on the rights-of-way by getting a permit. She mentioned a sign for entering
the City by the power line right-of-way which is by the sewer treatment plant. Discussion.
Code enforcement was discussed. Mr. Gray made a motion that Officer Dowell be invited
to a meeting to answer questions pertaining to code enforcement within the City of Winter
Springs. Mr. Grantham seconded the motion. Vote on the motion: Mrs. Gennell, no;
Mrs. Brown, no; Mr. Stephens, no; Mr. Allen, no; Mr. Grantham, yes; Mr. Gray, yes.
Motion failed. Mr. Gray amended the motion to state that Mr. Rozansky be invited to the
first possible Meeting to talk about code enforcement within the City of Winter Springs.
Mr. Gennell seconded the motion. Vote on the motion: All ayes. Motion carried.

Mrs. Gennell said she read the letter concerning the BOWS Board's inclusion in the
planning of the Super Park, to the Mayor and Commission. Discussion.
