REQUEST: Community Development Department, Land Development Division, is informing
the Commission that the Florida Department of Environmental Protection has
approved expenditure of the City's] 998-99 Recycling & Education Grant
Allowance on playground equipment.
PURPOSE: The purpose of this Agenda item is to inform the Commission that the City has
received approval from the Florida Department of Environmental Protection to
expend $ll, 185.00 of the allocated grant funds for the purchase of playground
equipment constructed of recycled materials. The playground equipment to be
purchased will complete the youth play area at Torcaso Park.
CONSIDERA TIONS:
1) Seminole County was provided $]67,623.00 from the State funded Recycling
and Education Grant Funds for the FY 1998-99. The City's share of this funding
is $] 1,185.
2) The quoted cost to complete the play area at Torcaso Park is $11,224.00. The
City would make up the $39.00 difference and also provide the funds to prepare
the site. The Recreation Director has estimated this cost not to exceed $2,000.00.
FUNDING: The initial funding would be from the General Funds and then replaced when the
City is reimbursed for the cost of the equipment. The City would also be
responsible for approximately $2,000.00 above and beyond the grant amount to
prepare the site prior to installation of equipment.

RECOMMENDA TION:
The recommendation is that the Commission approve the expenditure of the
recycling grant fund in the amount of$II,185.00 and approve an
expenditure of approximately $2,000.00 above and beyond the grant allocation
for site preparation prior to installation of the equipment.

Dear Sherry:
This is to acknowledge your correspondence of August 5, 1998 as it relates to the above
referenced grant funds. The City of Winter Springs is once again pleased to participate in the
program. And, as usual, the City is desirous of expending all funds allocated to it.
Previous grant funds were expended to commence a tot playground with playground
equipment furnished by Gametime. The expenditure of grant funds for this equipment was
approved by the Florida Department of Environmental Protection on August 15, 1997 (please
see attached correspondence). Also enclosed is a photograph of the sign erected at the
playground identifying the equipment as being made with recycled materials.
The expenditures for this playground equipment will exceed the grant funds allocated by
approximately $39.00. The City will be responsible for the difference.
Attached is the correspondence relating to the planned playground equipment purchase. Please
forward this to the Department of Environmental Protection for their approval prior to the City
committing to the purchase of the equipment.

Attached, please find a proposal from Dominica Recreation Products to complete
our youth play area at Torcaso Park for $11,224.00.
The grant is for $11,185.00. We will need to pick up the $39.00 balance plus provide
earth grading, sand and perimeter edging for the project to be complete. I estimate
that inclu~ing the $39.00, our add costs should not exceed $2,000.00. .
This is one of the Local Park Rehabilitation Program projects and I suggest w~ take
the $2,000.00 from the as of yet not appropriated $1.5 million anticipated for this

In response to your inqui~ GameTime products have been recognized by the State of Florida and
have qualified for the Florida SNAPS State Contract for recycled products.
GameTime utilizes recycled plastic for slides, safety walls, roofs, crawl tubes and other rotomolded
products; recycled aluminum and steel for modular system support posts, climbers and accent items
such as rung enclosure walls; and recycled polv oroducts for PVC-Coated decks, components and site
furnishings. Said products are recyclable.
Game Time 5 catalog includes recycling icons on all products which include recycled materials
While the percentage of recycled content varies depending on plastic colors and our aluminum and
steel products, we can offer the following guideline for the products you are considering, based upon
data provided by Game Time s raw material suppliers.
BIGFOOT Slide has up to 55% recycled plastic content. . . lighter the
color, less recycled material
PVC-Coated Decks and Stairs includes recycled poly for coatings and
45% - 55% recycled steel f'or framework. Over 2,300 recycled aluminum
cans would be used to fabricate the three 5" o.D.Support Posts.
PowerScape steel components utilize between use 45% - 55% recycled steel.
Dinosaurs have up to 55% recycled poly.
