REQUEST: Community Development Department, Land Development Division, presents to
the Commission information on assigning a name to SR 434.
PURPOSE: The purpose of this agenda item is to inform the Commission of the process to
follow to assign a name to SR 434.
FINDINGS: 1. Florida Department of Transportation (FDOT) - Stan Mann of the Oviedo Field
Office ofFDOT, stated that the legal counsel in the Deland FDOT Office advises
that there are no set procedures for naming state roads. The Commission takes
action by resolution and furnishes a copy of the enacted resolution to FDOT.
FDOT will continue to refer to the road as SR 434. The City is responsible for
making and paying for any signs to be placed on the SR 434 right of way, FDOT
will install the signs for the City. The City is responsible for replacing all
intersection signs (i,e" SR 434 and Edgemon Avenue).
2. U. S. Post Office - The post office has agreed that SR 434 can retain a
perpetual dual address (i.e., SR 434 or XYZ Street) and will continue delivery
service for either address. The post office will not agree to naming SR 434 Winter
Springs Boulevard. The reason given is that for 1 year after changing Winter
Springs Boulevard to another name, the post office is responsible for delivering
mail to the old Winter Springs Boulevard address. The post office would not have
a problem with Winter Springs Parkway.
There will be a problem for those future addresses to be located on the north side
of SR 434 and east of Spring Avenue. That postal jurisdiction belongs to Oviedo.
The City, in 1993, was successful in changing the postaljurisdicition of the
majority of the property from Brantley Avenue (now Tuskawilla Road) eastward
except for that listed above.

3. Legal Questions - SR 434, from US 17-92 to the Greeneway, borders three (3)
other governmental entities, Longwood, Casselberry and the County. Must these
entities approve a name assignment for SR 434?
Will the street numbering remain the same? SR 434, within Winter Springs, was
renumbered in 1988. If the street numbering changes, who will be responsible
for expenses incurred for address changes (i.e., subscription address changes,
new bank documents, etc.)? The County has plans to renumber the entire length
of SR 434 but it is unknown when this will happen,
4. Other - The City Commission, in the very near future, will have an opportunity
to assign street names to the proposed Town Center and name the parks proposed
for acquisition.
CONCLUSION:
The City is within its rights to assign a street name to SR 434 once the legal
questions have been answered. The name Winter Springs Parkway is a valid
option.

Dear Don:
As you requested, listed below is the zip code change
area that occurred May 11, 1993. Spring Avenue was not
changed in accordance with their wishes. Affected areas
were changed from Oviedo 32765 to Winter Springs 32708.
That area west of Spring Avenue, north to Lake Jessup
then west along the border of the lake to the previous
32708 area. SR 434 both sides from Brantley to Spring
Avenue then only on the south side of 434 up to, but not
including Jetta Point. All changed area was contiguous
to the previous 32708 zip area.
