REQUEST: Public Works Department Recommending the City Commission Adopt a
Policy for Minimum Roadway Width Standards for Striping Bike Lanes
PURPOSE: The purpose of this Board item is to recommend that the City Commission Adopt
Minimum Roadway Width Standards of24 Feet for Striping Bike Lanes of which
10 Foot is the Minimum for Travel Lanes and 4 Foot the Minimum for Bike
Lanes.
CONSIDERATIONS:
A request was made at the August 24th City Commission meeting for the staff to
review the possibility of using striping to designate a bike/pedestrian lane along some
roads as a traffic calming measure. The Public Works and Police Department have
researched the request and have determined that the minimum recommended travel lane
width is ten feet and the minimum bike/pedestrian lane should be four feet. References
include the Manual of Uniform Minimum Standards for Design. Construction and
Maintenance for Streets and Highways - 1989 Edition by FDOT and The National
Bicycling and Walking Study by the Federal Highway Administration.
ISSUE ANALYSIS:
The striping of a bike/pedestrian lane as a traffic calming measure will probably
have a minimal effect in reducing cutthrough traffic although it may reduce speeds
somewhat. This is based on conversations with Mr. Lockwood of the City of West Palm
Beach and traffic calming reference materials. However, the designating of
biking/pedestrian lanes where practical does help develop and promote a bicycling and

pedestrian transportation network which can create an ambiance in the community.
Currently, there are two collector roadways, Winter Springs Boulevard and
Sheoah Boulevard, which have striping to designate a non-vehicular lane. Other roads
which have the 24 foot minimum recommended width include portions of Hayes Road,
Shore Road, Alton Road, Dolphin Road, Moss Road, South Edgemon Avenue, Shepard
Road, Trotwood Boulevard, Northern Way, Tuscora Drive, Greenbriar Lane, Seneca
Boulevard, and Vistawilla Drive.
FUNDING:
The cost for striping is approximately $0.15 per foot for paint and $0.38 per foot
for thermoplastic striping. Paint striping will last about two years and thermoplastic will
last from five to seven years. The aforementioned roads which meet the criteria,
excluding Winter Springs Boulevard and Sheoah Boulevard, represent approximately
90,000 linear feet. The estimated cost to stripe all these roads is $13,500 for paint or
$34,200 for thermoplastic. Striping has been funded in the past from the Transportation
Improvement Fund (104-56310). This item was not specifically budgeted this fiscal year
although we may be able to allocate up to $3,500 to stripe with paint about 25% ofthe
roads.
RECOMMENDATIONS:
It is recommended that the policy for determining which streets are eligible for
bike/pedestrian lane striping be that the minimum travel lane width in each direction be
ten feet and the minimum biking/pedestrian lane width be four feet. The goal for FY
98/99 would be to stripe 20,000 feet eligible roadway payable from the Transportation
Fund.
