Discussion.
Mr. Zinno explained that heavy rains had caused water to encroach to his garage and
asked for the City to help. Mr. Zinno added that he was going get a pump to pump it but
the Florida Department of Environmental Protection told him "If I pump it out they were
going to fine me a $1,000.00 a day. I wasn't allowed to take the water out of it. I was
trying to solve the problem myself but I was cut off. They did come out there they
showed that some of the dirt from the house pad had eroded into the lower area and I
pulled out more than what they said to pull out of that area - put that road up and grassed
it as a barrier so there would not be a problem with erosion anymore. I spent ninety days
with the EPA going back and forth to appease everyone." Mr. Zinno additionally stated,
