REQUEST: The Community Development Department - Planning Division requests
the Commission to direct staff to prepare an application for Federal and
State grant-in-aid assistance for historic preservation activities.
PURPOSE:
The purpose of this Agenda Item is to request the Commission to direct staff to
pr~pare an application to Florida Department of State for Federal and State grant
monies for historic preservation projects. The monies the City may receive would
be used toward the hiring of a part-time professional to evaluate historic artifacts,
purchase of viewing cabinets, and initial planning toward development of a
Winter Springs Museum.
APPLICABLE LAW AND PUBLIC POLICY:
The provisions of267.071(1) F.S. which state in part (1) "Promote and encourage
throughout the state knowledge and appreciation of Florida History by
encouraging the people ofths state to engage in the preservation and care of
artifacts, museum items, reausre trove, and other historical properties; the
collection, research, fabrication, exhibition, preservation, and interpretation of
historical materials; the publicizing of the state's history through media of public
information; and other activities in historical and allied fields. (2) Encourage,
promote, maintain, and operate historical museums, including but not limited to,
mobile museums, junior museums, and the Museum of Florida History in the state
capital. (3) Plan and develop, in cooperation with other state agencies and with
municipalities, programs to promote and encourage the teaching of Florida's
history and heritage in Florida schools and other educational institutions and other
such educational programs as may be appropriate.
The Commission's interest in creating a Winter Springs Museum to house the
many artifacts collected in and around the city.

CONSIDERA TIONS:
. The City would apply for $ 10,000 to initially hire a professional curator to assist
the City in evaluating the historic significance of the various materials collected
over the last forty (40) years by volunteers, as well as to purchase four (4) 36" X
70" lighted display cabinets to be located in the lobby of the City Hall.
. The application must be postmarked on or before August 31, 1998,
FUNDING:
Under the historical resources grant-in-aid program, there is a requirement that the
local government match the grant amount dollar-for-dollar, Hence, The City
would match with $ 10,000,
RECOMMENDATION:
Direct staff to apply for the historical resources grant.
