Dear Property Owner: ,~ This letter is to advise you that a meeting will be held at the Winter Springs City Hall, 1126 East State Road 434, Winter Springs, Florida, Thursday, March 7, 1996 at 7:00 P.M. The purpose of this meeting is to consider a request of Mr. John A. Baldwin for a Special Exception in accordance with Section 20-232(81) of the Code of Ordinances to allow a mini-mart (small convenience store, snack shop and self-service gasoline sales) within Neighborhood Commercial District, C-1 Zoning Category. This meeting will be held by the Board of Adjustment. Interested parties, for and against this request will be heard at this time. Written comments will also be accepted prior to the meeting date. Persons with disabilities needing assistance to participate in this proceeding should contact the Employee Relations Department Coordinator forty-eight (48) hours in advance of the meeting at (407) 327-1800. Baldwin, has requested a Special Exception to Section 232(a)(81) of the Code of Ordinances which would allow a mini-mart to be built on property zoned C-l (Neighborhood Commercial) and is designated on the Future Land Use Map as Commercial. The property in question is that vacant land located on the north side of SR 434 between Fairfax Avenue and Devon Avenue. This use would allow the sale of groceries, food (i.e., subs, fast food, etc.) and gasoline. A similar request was presented to the Board of Adjustment on May 4, 1989 (see attached minutes of that r meeting) and was approved. All property owners within one hundred fifty (15) feet of the perimeter of the subject property have been notified of this request. Also attached is a packet of photographs of the property and like uses within the City, the application and a plat of the property. The Board of Adjustment is authorized to make a recommendation to the City Commission on this request by Section 20-82 (1) b of the Code of Ordinances.
