REQUEST: The Community Development Department - Building Division requests the City
Commission adopt Resolution No. 856 waiving the permitting requirement for political signs for
the November 3,1998 elections.
PURPOSE: The purpose ofthis Board item is to request the City Commission adopt Resolution
No. 856 waiving the requirement to obtain permits for political signs for the November 3, 1998
elections.
APPLICABLE LAW AND PUBLIC POLICY:
Section 16 - 53 of the City Code of Ordinances requires a permit be obtained before any
sign is erected, relocated, altered or repaired.
CONSIDERATIONS:
The proper procedure for obtaining a sign permit is to present site plans showing
the location of all signs, provide drawings depicting the size, content and construction of
the sign and pay the appropriate fee. This becomes very cumbersome and expensive for
political candidates placing signs at multiple locations.
The City Commission passed Resolution No.830-A October 13, 1997 waiving the
permit fees for political signs for the November 4, 1997 election.
The following guidelines would be enforced to regulate the placement of the

Size:
1. Residential districts - On developed lots the sign shall not exceed six
(6) square feet per side.
2. Residential districts - On undeveloped lots (raw land) the sign shall
not exceed sixteen (16) square feet per side.
3. CommerciaVIndustrial districts - The sign shall not exceed thirty-
two (32) square feet per side.
Location:
1. All signs shall be located on private property.
2. No sign shall be placed on street or road rights of way, utility poles,
trees, etc.
General Requirements:
1. The candidate must have qualified before any signs may be placed.
2. Signs may remain until forty-eight (48) hours after the last election in
which the candidate is entered.
3. The candidate is responsible for the removal of all signs within the
time limitation. Failure to do so may result in code enforcement action.
Sign in violation of the or any other City of Winter Springs code regulating the placement of
signs will be removed and the candidate will be subject to penalty as outlined in Sections 2-69
through 2-69.8 of the City of Winter Springs Code of Ordinances.
FUNDING: There are no costs to the City for implementation of this program.
RECOMMENDATION:
Adopt Resolution No. 856 waiving the requirement for permits for political signs for the
upcoming fall elections.

RESOLUTION NO. 856
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, WAIVING
THE PERMITTING REQUIREMENT FOR POLITICAL CANDIDATE SIGNS FOR
THE NOVEMBER 3, 1998 ELECTION; CONFLICTS AND EFFECTIVE DATE.
WHEREAS, an election will be held November 3, 1998; and
WHEREAS, the City Commission deems it to be in the best interest of the City and the
general public to waive the permitting requirement for all officially qualified candidates
in the November 3, 1998 election.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS:
SECTION I: The City Commission of the City of Winter Springs, Florida, hereby
waives the permitting requirement for political signs complying with the following
" Political Sign Guidlines":
Size:
1. Residential districts - On developed lots the sign shall not exceed

2. Residential districts - On undeveloped lots (raw land) the sign shall
not exceed sixteen (16) square feet per side.
3. Commercial/Industrial districts - The sign shall not exceed thirty-

Section III: All resolutions or parts of Resolutions in conflict with this Resolution are

Section IV: This Resolution shall take effect immediately upon its passage and
adoption.
