REQUEST: The Community Development Department - Code Enforcement Division requests
the City Commission endorse the National Kidney Foundation statewide Kidney Cars recycling
program for unwanted vehicles.
PURPOSE:
The purpose of this Agenda item is to request the City Commission endorse the national
Kidney Foundation's statewide Kidney Cars recycling program for unwanted vehicles.
APPLICABLE LA W AND PUBLIC POLICY:
Section 20-433 of the City Code prohibits the storage of disabled vehicles within the City
limits.
CONSIDERATIONS:

The National Kidney Foundation of Florida will tow away unwanted vehicles,
free of charge, to be either sold at auction or for parts. The donor may
receive a tax deduction while all funds from vehicles sales benefit the medical
research, patient services and community education programs of the National
Kidney Foundation of Florida.
FUNDING:
There are no costs to the City for implementation of this program.

RECOMMENDATION:
Staff recommends the Commission endorse the National Kidney Foundation of Florida
Kidney Cars project by issuing an official letter of support.

Dear Members of the City Council:
You may be aware of the National Kidney Foundation of Florida's statewide Kidney
Cars recycling program. The foundation tows away unwanted vehicles, free of charge, to
be either sold at auction or for parts. The donor may receive a tax write-off while all
funds from vehicle sales benefit the medical research, patient services and community
education programs of the National Kidney Foundation of Florida.
This project has developed into an outstanding community effort to .promote recycling,
neighborhood safety and beautification while supporting a very worthy cause. North
Miami, Tarpon Springs, and Clearwater are among the cities around the state that have
embraced the program.
It is our hope that you will personally endorse this project by issuing an official letter of
support. Your endorsement will help us to market the program more effectively
throughout the state. In addition, it will indicate your support of a program which will
help to clean up, make safer and beautify Florida cities and neighborhoods while raising
funds for a very worthy cause.
On behalf of the thousands of Floridians and the over 20 million Americans suffering
from kidney and urinarY tract diseases, we thank you for your consideration and look

WINTER SPRINGS FORMS PARTNERSHIP WITH
NATIONAL KIDNEY FOUNDATION OF FLORIDA
Winter Springs, FL - City officials recently kicked off a partnership between the City of Winter
Springs and the National Kidney Foundation of Florida The city endorsed participation in the
Foundation's Kidney Cars Program.
Through this partnership Winter Springs' Code Enforcement Division will link up with
the National Kidney Foundation of Florida's Kidney Cars Program. Under the program,
unwanted cars, boats, trucks, recreational vehicles or motorcycles can be donated to the
Foundation by simply calling 1-800-488-CARS (2277). A packet in which to mail back signed
titles and odometer statements will be sent out. Once the paperwork is completed and returned,
the National Kidney Foundation will arrange for a free pick-up. The vehicles will then be sold at
auction or for parts, and the owner may be eligible for a tax deduction.
Winter Springs' Mayor, (name here) said, "the City of Winter Springs is actively
involved in the removal of abandoned vehicles through enforcement means. This program is a
creative way to raise important kidney research and patient service funds while giving people an
option for disposing of their unwanted vehicles. This is a program that benefits everyone,
vehicle owners, the City, the general public and especially those with kidney disease."
This partnership will work through the abandoned vehicle program administered by the
Code Enforcement division. Along with the abandoned vehicle citation currently affixed to

abandoned vehicles, they will also affix a Kidney Cars Program notice. This will give vehicle
owners all the infonnation necessary to have the vehicle removed, free of charge, and avoid the
penalties incurred if the City has to remove the vehicle(s).
Mayor (name here) said, "This effort requires no additional resources on the part of the
City. It simply enhances the activities we do on a routine daily basis by giving people an
alternative for getting rid of unwanted cars."
An added benefit of the Kidney Cars Program is its positive environmental impact. It
helps to get rid of vehicles, many of which are ten years or older, that have high levels of
emissions that pollute the air and destroy the ozone layer. It also aids in neighborhood
beautification efforts by cleaning up unwanted or abandoned cars. If a vehicle is sold for scrap,
all materials are recycled, including fluids that could seep into ground water.
The National Kidney Foundation of Florida is one of 51 Affiliates of the National
Kidney Foundation, Inc. The ultimate goal of the Foundation is to prevent kidney and urinary
tract diseases, improve the health and well-being of individuals and families affected by these
diseases and increase the availability of all organs for transplantation.
