Coordinator Approval of Min~t.?s oLf~bruar.Y 7, 1991_: __________ It was brought to the Board's attention that the Minutes of February 7, 1991 needed name corrections. Corrections: In the approval of Minutes of January 3, 1991, change the name Horan to Adams, and change Greene to Reid. Page 2- Under the request of Lewis Tryon change the name of David scotchmire to David Tryon. Reid moved to approve Seconded by Adams. Vote: the Minutes of February All aye. Motion carried. 7, 1991 with corrections. Request of City of winter Springs for a Variance to section 16-86 to exceed the 32 square feet copy area of the identification sign to the proposed park off Stat~Road-534: Greene stated the Board has received a copy of the sign drawing. of the Code at entryway LeBlanc stated for feet, as opposed to stated that he had the Chase interests either request. the record that the actual size of the sign is 91.1 square his memo stating approximately 100 square feet. He also received a telephone call from Mr. lunberg, who represents south of the property, and stated they had no objections to Greene stated he had a few comments regarding the sign. He stated he had no problem with the design of the sign but feels it is too big. He mentioned he drove S~R. 434 from Oviedo to 17-92 and believes this would be one of the largest signs along the entire area of 434, and thinks it is presumptuous of the City to have a sign ordinance that states sign sizes and then the City erect the largest sign in town. Reid asked if this would be a billboard type sign. LeBlanc stated it would be a Ranchlands-type sign. LeBlanc stated there are other factors involved visibility. He stated that the main traffic will be Curve is straightened, therefore there will be quite from the west to the east. The sign will be located tracks where there is no traffic now. and one of them is the taken away once wagner's a distance when traveling across from the railroad Reid asked if the sign will be visible from both directions. LeBlanc stated that in the future it would probably be difficult to see. David Barth, Project Manager, stated one option would be to see if could obtain the triangular easement that would be left from straightening. The sign will be placed on the right-hand side of the entrance road, which puts the sign behind the railroad right-of-way and a distance fran1 S.R. 434. This places the sign about 125' from the nearest point around the curve. Greene asked if the sign would be in the approxin1ate location as the job slgn. Barth stated approximately. Barth stated that 9 inch lal~ge letters would be needed to make the sign visible from that distance from the road. He mentioned that the copy face of the sign is close to meeting Code. The difficulty of the sign is the background that we are giving it plus the marquee. The purpose of the marquee is to infonm the public of upcoming events. The lnarquee letters will be smaller than those on the sign. Other solutions could be to eliminate the marquee or put it on the fence which would get the sign within Code. Our concern was to have the visibility needed to see the sign. There was discussion on sign size and City Code. Greene stated options to approve, disapprove another submission or we could disapprove approval. LeBlanc stated another option was to Greene asked for further questions or comments. and send it back requesting it and give them guidelines of approve this with stipulations. Barth stated the original th~~ was a suburban ranch farm feel. He mentioned this was discussed with staff and also maintenance considerations. There was discussion also of the City Code and signs on fences. Reid stated the sign was condusive with the area even though it is a large sign and bad precedent sign-wise. Reid moved to approve with the stipulation that the sign be as submitted as part of the fence and the height be no more than what is submitted on the plans. Second by Adams. Vote: Reid: aye; James Greene: nay; Al Becker: aye; Frank Adams: aye. Motion carried. Request of the City of winter Springs for a variance to Section 20-235 of the Code to Exceed the Height Limitation of 50' for Ballfield Lights within the proposed Park off S.R. 434: ________________ - Greene stated that this does not set a height. LeBlanc stated, per Miss Prine's letter, that the lights would be 60'in height for the ballfield lights. LeBlanc stated that the City has not received final engineering on the lighting for the ballfield, I ask that if this request is granted that the height not exceed more than 75' in height, in case the extra height is needed. The lights would be shielded so the light will not bleed over and disturb the residents in the area and will be out by 10 P.M. Reid moved to approve with the stipulation that the height not exceed 75', with the appropriate "spillage control" to prevent bleeding. Second by Adams. Vote: All aye. Motion carried.
