Request for Variance to Sectio~ 14-90 of the Land Development Code to Allow Streets to End in Cul-De-Sacs With Paving less than 80 feet in Diameter in Highland Village I, the Highlands P.U.D. Koch stated that this project has been reviewed over a lengthy period of time. By the City Code, cul-de-sacs should have 80 feet of paving; this was indicated in the original plan that was approved by the City Commission for this development but the correction was not implemented. It is nbw up to the Board to determine, based upon this review and technical recommendations, whether or not after-the-fact this can be allowed. This needs to be decided formally before the City can accept the streets for public maintenance. The main factor is whether the cul-de-sacs are adequate in an emergency; and in this patticular case, the Fire Chief said that he has no problem with the smaller cul-de- sacs. The City recommends the variance to approve the Kirkcaldy Drive cul-de-sacc and the squared off cul-de-sac on Montrose Street be granted. The Staff does not recommend the future one between TractA and Tract B. The fourth one, at the current northern terminus of McGregar Road is only temporary.
