APPROVAL OF MINUTES OF OOVFMBER 7, 1985:
Richard Kesser made the lOOtion to approve the minutes of November 7, 1985, Seconded
by Al Girda, Vote: All aye, Motion carries.
SPECIAL. EXCEPITON-CLARA B, ROSSMAN TO LOCA'IE AN OOI'OOOR FRUIT AND VEGETABLE STAND:
Karl Rossman, son of Clara B. Rossman, present. He gave hiS presentation. Lots
28 and 29 at the comer of S.R. 419 and 17-92 was armexed into the City of Winter
Springs. He stated that they are asking for the special exception to allCM Mr.
Joseph Howell to locate a fruit and vegetable stand on the northern PflZ't of the
property. It is a tent type structure with open sides and tables tmder it. Mr.
HcMell will keep it presented nice, The area will be cleared and wood chips put
in, The Handy Way store is closed up and will probably reopen it shortly into
sam other type of convenience store. There will be 200 square feet of occupational
space. A 6' high wood fence will be installed. Mr, HCMell has signed a one year
lease. Mr, Rossman stated that Mr. Howell will not store the fruits and vegetables
on the property at night. He plans to take them <May each night because there is
no way to secure them.
Cbai.nnan Holz stated to the board llEIIi>ers that the staff reccnmmded approval and
the applicant has done all the things that the City has requested as far as the
location of the stand and the parking has been reviewed. Any changes would be
prepared and go before the City at a later date. There want be any changes without
the City's approval.
Richard Kessler made the lOOtion to grant the exception with the conditions that it
is granted to Mr. Howell and it does not constantly change hands for one year as
well as having the proper facility for trash rawval and installing the 6' high
wood fence and the wood chips. He stated to request that the Code Enforcement
Board check the site periodically to make sure that the property is maintained.
There will be no storage trailer of any kind on the property. The fence have to
be up and the wood chips in before Mr. Howell can open. Seconded by Harry Reid,
Vote: All aye. Motion carries.
The Board of Adjustment requested that the City Manager bring up at the next City
Camd.ssion~ting, that the check for December be $49.00,
Meeting was adjourned at 7: 16 p.m.
