February 24, 1983 on of WINTER SPRlNGS CITY HALL Board of Adjustment City of Winter Springs 400 North Edgemon Ave. Winter Springs, Florida 32708 Re: Conditional Use Request by Florida Land Company, c-1 to construct multi-family dwellings; SE Corner of SR 434 and Moss Road (part Lots 52 & 53, Block liD", D. R. Mitchell Survey). Honorable Board of Adjustment: As you may be aware I own the 3.5 acres across Moss Road from the above property. Last year I received a conditional use for multi- family dwellings on my C-1 property. However, I have had second thoughts about this approval. In just a one block radius of this property a myriad of multi~family dwelling units have already been built. In addition, approval has been granted to build the 119 unit Winter Springs Elderly Congregate Living Facility on Moss Road behind the Barnett Bank. I really question how many multi-family units this area can support. The drain on the City's services (Police, Fire, etc.) is much greater for residential than for commercial. In addition, ad valorem tax revenue for the City inherently is greater for the City from commercial enterprises rather than multi~fami1y residences on the same property. Annual occupational license fees are paid into the City General Fund from businesses in commercial zoning whereas no such income is enjoyed by the City from multi-family residences. I do not reside in Hacienda Village. However, I am sure they are not overjoyed with the prospect of being contiguous to a multi-sttmrjl'iapart- ment house (quadraplex) with renters staring down at them in the evening. Obviously, I am in opposition to thi:s request. I apologize for not attending this meeting but mitigating circumstances preclude my presence, Your time and consideration regarding this matter is greatly appreciated.
