REQUEST: Utility Department Requesting Authorization to Purchase Replacement
Traveling Bridges for the Filters at the East Water Reclamation Facility
PURPOSE: The purpose of this Board item is to request authorization to purchase replacement
traveling bridges for the East wastewater sand filters from a sole source supplier,
U.S. Filter /Davco, at a cost of $78,660.00.

CONSIDERATIONS:
This project is needed to replace the traveling bridges on the two sand filters at the
east water reclamation facility. The current bridges are unreliable and frequently in need
of repair. As an integral and required part of the tertiary treatment process, their failure
jeopardizes the permitted operating conditions of this facility.
The sand filters are used to remove any particulate matter remaining from the
wastewater treatment process prior to chlorination and reuse. The traveling bridges are
mechanical devices which automatically move up and down the filters individually
backlashing each sand filter cell. These two U.S. Filter /Davco sand filters were
constructed in 1986 at an approximate cost of $280,000 each. Due to the design of the
rail assembly and cell configuration, no other vendors traveling bridge will fit the Davco
filters making it a sole source. A schematic of a typical filter is attached with the
traveling bridge shown as the darkened portion.
• The cost for the bridges is $36,000 each. Labor to remove the old bridges, install,
and startup the new bridges is $2,000 each. Freight and crane rental is another $2,660.

FUNDING:
This project is budgeted in the Utility Enterprise Fund Renewal and Replacement
line code (3600 - 59110) for $80,000. The proposed cost of $78,660.00 is within budget.
The funds for this project will be expended within 90 days of issuance of a Purchase
Order.
RECOMMENDATION:
I am recommending that U.S. Filter/Davco be recognized as a sole source supplier
for the replacement of the traveling bridges for the East wastewater sand filters and that
• authorization be given to the City Manager to purchase the replacement traveling bridges
from U.S. Filter/Davco, at a cost of $78,660.00.
IMPLEMENTATION SCHEDULE:
This work will completed within 60 days of issuance of a Purchase Order. Funds
will be expended within 90 days.
