Pledge of Allegiance was led by Al fuvis. There was a morrnm.t of silent prayer.

REQUEST OF ELAmE WACK FOR CONDITIONAL USE TO CONSTRUar MULTI-FAMILY DWELLmGS IN ZONE
C-l AND, IF GRANTED, FOR SPECIAL EXCEPTIONS TO THE APPUCABIE R-3 DEVELOPMENT STANDARDS
TO AIJJJW A DENSITY OF 27.14 UNITS PER ACRE (RATHER THAN 16) AND TO PROVIDE 1.5 PARKING
SPACES PER UNIT (RATHER THAN 2), ON SOUIB SIDE OF S.R. 434 BETWEEN lVOSS ROAD AND FAIRFAX
AVENUE .
l\1r. Tom Binford, 409 Sheoah Blvd., Winter Springs was sworn in on behalf of the request for
Elaine Wack to apply for a conditional use to construct single bedroom apartments; pre-
ferably for the elderly, retired and/or young married couples, no children, with 1. 5
parking spaces. Mr. Binford stated there is a dire need for this type of housing in Winter
Springs, in comparison to the illlattainable interest rates on home mortgages, and the
unavailability of rentals. Mr. Binford stated that in the future they anticipate turning
the apartments into condominiums. Discussion then pursued as to the apartment size,
safety standards, no recreational facilities being offered; traffic flow, parking spaces.
Mr. Al Nyman, 506 Tiberon Cove, Iongwood., was sworn in by' Chaiman Ellen Weiss to voice
an obj ection to Mr. Binford's proposal. r1r. Nyman is employed by the Southland Corpora-
tion. r.iEr'. Nyman stated that the proposal would interfere with Southland's existing site
plans. City Planner stated that Southland's site plans had expired. Dr. Eans, veterinarian,
739 Siblewood Circle, Winter Springs was sworn in by Ellen Weiss to speak in obj ection to
Mr. Binford's proposal. In addition, Dr. Eans wanted it on record that if future residents
of such a complex complained aobut the barking of dogs in his veterinary clinic, he has
voiced an objection prior to special exception being granted.
lVlotion was made by Bill Jacobs to grant a conditional use to allow multi-family dwellings
.in zone C-1. Seconded by Ted Holz. Discussion on the motion. Harry Reid made a motion
to amend the original mtion to limit the number of units to 10 per acre. Seconded by
Al fuvis. Vote; Weiss, no; fuvis, yes; Holz, no; Jacobs, no; Reid, yes. Motion failed.
Discussion on the original motion. Jacobs revised his originalIIPtion as to not to exceed
one (1) bedroom per unit. Seconded by Holz. Vote: Weiss, yes; D9.vis, no; Holz, yes'
Jacobs, yes; Reid, no. lVlotion carTied. Discussion on density with the original 27.14 u
units per acre. l\'btion by Jacobs not to exceed 24 units per acre. Seconded by Holz.
Discussion, comments. Vote; Holz, yes; Reid, no; Jacobs, yes; Davis, no; Weiss, yes.
lVlotionearried.
PARKING SPACES: Jacobs made a IIPtion to deny the 1. 5 parking spaces as requested. Seconded
by Holz. Vote: all aye. lVlotion carTied.

Mr. George Pearce, 513 Iombardy Road was sworn in by Ellen Weiss and proceeded to

explain why the required setbacks would prohibit proper air circulation and
mean destorying two oak trees (the only 2 trees in the back yard). Discussion
on alternatives. Mr. Rivera, nearby resident, stated he had no objections.
Motion was made by Davis to allow Mr. Pearce to place his shed 5 feet from the
side in lieu of 2 feet and 8 feet from the back lot line. Seconded by Jacobs.
Vote. All aye. Motion carried.
Meeting was adjourned at approximately 9:35 p.m. by Chairman Ellen Weiss.
