REQUEST: City Manager requesting City Commission adopt Resolution #
845.
PURPOSE: The purpose of this agenda item is to have the City Commission
adopt Resolution # 845 establishing a Safety First Policy.
CONSIDERA TIO~IS:
The ,adoption of a Safety First Policy for workplace activities is the
first l>tep in the development and implementation of a city-wide
Comprehensive Safety Program.
The City currently has a safety committee comprised of two
reprElsentatives from each department. The safety committee
meets once each month and has developed a safety manual.
A Comprehensive Safety Program will first develop a methodology
that will analyze pertinent information to structure the safety
proglram to meet the City's requirements to reduce injuries, reduce
accidents and reduce insurance rates.
StruGturing the Safety Program to meet the City's requirements
stated above will require doing the following:
a) Determine what has to be done (programs).
b) Determine the information that will let the City know how it is
done (performance measurements).
c) Determine how programs must be carried out (processes).
d) Determine who performs what programs and what processes
(organization).
e) Determine the resources needed to implement the programs
(costs).
f) Demonstrate the value of the program to the City (return and
investment cost benefit).
The City's goal is to reduce unacceptable risks to employee safety
and health in the work environment.
RECOMMENDATIONS:
It is recommended that the City Commission adopt Resolution #
845 ostablishing a Safety First Policy and authorize the City
Manelger to develop and implement a Comprehensive Safety
Proglram.

RESOLUTION NO. 845
A RES01,UTION OF THE CITY OF WINTER SPRINGS,
FLORIDA, ESTABLISHING A SAFETY FIRST POLICY AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Safety and health protection is a quality of work issue
which has a high priority in all work activities; and
WHEREAS, The goal is to minimize human injury, property loss or interruption
of work activities caused by accidents; and
WHEREAS, The City believes that safe working conditions for all employees
can be attained through the use of safety equipment, proper job
instruction, frequent review of work practices, proper supervision
and the involvement of all employees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS. FLORIDA:
THAT, the City is committed to providing employees with a safe and healthful
workplace. It is the policy of the City that employees report unsafe
conditions and do not perform work tasks if the work is considered
wlsafe. Employees must report all accidents, injuries, and unsafe
conditions to their supervisors. No such report will result in retaliation,
p<malty, and other disincentive; and
THAT, employee recommendations to improve safety and health conditions will
be given thorough consideration by the City. The City will give top
ptlority to and provide the financial resources for the correction of unsafe
conditions. Similarly, the City will take disciplinary action against an
employee who willfully or repeatedly violates the workplace safety rules.
This action may include verbal or written reprimands and may ultimately
result in termination of employment; and
THAT, the primary responsibility for the coordination, implementation, and
maintenance of the City's workplace safety program has been assigned to
the City Manager. The City Manager and his staff will be actively
involved with employees in establishing and maintaining an effective
safety program; and
THAT, the City Manager and his staff will participate with employees in all
ongoing safety and health program activities, which includes: promoting
safety committee participation, providing safety and health education and
training, and reviewing and updating workplace safety rules; and
THA T, the City Manager is authorized to promulgate and amend additional
safety regulations consistent with this policy; and
THAT, this policy statement serves to express the City's commitment to, and
involvement in, providing City employees a safe and healthful workplace.
This workplace safety program will be incorporated as the standard of
practice for this City. Compliance with the safety rules will be required
of all employees as a condition of employment.
