CITY OF WINTER SPRINGS
JUNE 25, 1980
Meeting of the Board of Adjustment was called to order at 7: 34 p.m. by
Cha.irnla.n Tom Binford. 'Ihe invocation was given by Al Davis. 'Ihe pledge
of allegiance was led by Richard Kessler.

Kessler moved to approve the minutes of June 19, 1980. Seconded by Davis.
Discussion. Motion was withdrawn. Second was withdrawn. Minutes to be
approved at a later date.
CONrINUATION OF CONSIDERATION OF REQUEST OF ALlEN SCHACHTER FUR CONDITIONAL
USE rn ZONE C-2 TO HAVE A C.Am1rAKER'S RESIDENCE ON THE SI'lE OF A MINI-
WAREHOUSE COMPIEX TO BE CONSTRUarED UNDER SPECIAL EXCEPTION GRAN'IED JUNE
19, 1980 ON LOT 12 OAK GROVE PARK, ON U.S. 17-92 SOUTH OF SHEPARD ROAD.
Mr'. Allen Schachter was unable to atterrl. Cha.irnla.n Tom Binford reiterated
the main points brought up at the last meeting. Binford said he felt an
on-site residence was definitely a vandalism deterrent. He also said Orange
County Schools use this method of security.
Kessler said there was enough security without the on-site residence.
Davis felt there was no proof that theon-site residence was necessary.
'Ihe City Planner reiterated her approval. William said Mr'. Schachter
appeared to be taking extra safety measures and should be commerrled. She
also rentioned the fact that the applicant could be caused to spend extra
roney at a later date to construct the on-site residence instead of
approving it at this time for construction. Weiss stated she would rather
put her possessions in a warehouse with anon-site residence as security
than one without.
Davis moved to deny the request of Allen Schachter to construct a caretaker's
residence on the site of a mini-warehouse complex, seconded by Kessler.
Vote: Kessler; aye, Davis; aye, Weiss; no, Binford; no, William; no. Motion
failed.
William roved to approve the request of Allen Schachter to construct a care-
taker's residence on the site of a mini-warehouse complex, seconded by
Weiss. Vote: William; aye, Kessler; no, Davis; no, Weiss; aye,
Binford; aye. Motion carTied.
Chairman declared the meeting adjourned at 8:00 p.m.
