BOARD OF ADJUSTMENT
CITY OF WINTER SPRINGS
MARCH 13, 1980
The Board of Adjustment Meeting of the City of Winter Springs, Florida,
was called to order by Maurice Brown at 7:40 p.m.
ROLL CALL:
Carrie Weaver, present
Andrew MdrttVai, present
Maurice Brdwn, present
Motion by Montvai, seconded by Weaver, to accept the minutes of
February 21, 1980. Vote: All aye. Motion carried.
FURTHER CONSIDERATION OF CONDITIONAL USE TO BUILD MULTI-FAMILY
RESIDENTIAL LIVING UNITS ON LAND ZONED C-2 (OLD SEWER PLANT ON MOSS
ROAD} TOM BINFORD.

There was no one present to speak for the above request.
The Board expressed their dissatisfaction over the applicant, Mr:
Tom Binford not being present for the second time to speak for hlS
request.
Brown and Weaver noted the area in question is quite swampy and they
would have preferred the opportunity to question the applicant as
to his plans for the property.
Brown noted the applicant's lack of interest in his request.
Montvai questioned the possibility of penalizing the City by not
making some decision.
After reviewing the code book, Weaver moved to table the request
until such time the applicant can be present to present to the
Board his views on the above request. Seconded by Montvai. Vote:
All aye. Motion carried.
Brown made mention of the expense to the City (electricity) and
the people's time involved only to be confronted with a request
with no applicant.
Weaver moved to place a workshop on the agenda, seconded by Montvai.
Vote: All aye. Motion carried.
Weaver suggested the Board "bone-up" on their parliamentary procedures.
She also suggested that each member try to obtain their correspon-
gence fr?m the Poli~e Dept. as soo~ as possible and look the property
ln questlon over prlor to the meetlngs, so as to be better prepared.
There was some discussion on the code book. Mr. Brown requested
supplements 14-17 missing from his book.
T~e Board recommended a Workshop be held the week of the 24th to
dlSCUSS any recommendations that would help the Board in its
effectiveness.

Montvai suggested something be done about the absentees. It was
noted that this is a voluntary type of position and that if the
members did not feel it important to make all possible efforts to
attend they should resign. The Board should be aware of how many
members will be present before the meeting, so as not to prolong
calling them to order. Montvai also suggested procedures be set
for the next Chairman to follow, such as telephoning members
prior to the meetings. It was suggested that a regular term for
the next Chairman be set up as opposed to alternating every six
months, as well as selecting a new Chairman for the next meeting.
Montvai moved to adjourn, seconded by Brown. Meeting adjourned at
8:21 p.m.
