REQUEST: The Community Development Department, Engineering Division, informing
the City Commission of the recent status change of the City's ranking in the
Community Rating System (CRS) of the National Flood Insurance Program (NFIP).
PURPOSE: The purpose of this Board Item is to inform the City Commission that the City has
been upgraded by the Federal Emergency Management Agency (FEMA) from a
Class 9 to a Class 8 in the CRS program of the NFIP.
APPLICABLE LAW:
City Code, Section 8, Flood Damage Prevention
CONSIDERATIONS:
· The Citys' ranking in the Community Rating System (CRS) of the National Flood
Insurance Program (NFIP) has been upgraded from a Class 9 to a Class 8, which
will provide the residents of Winter Springs with an additional 5 percent discount
on their Hood insurance.
· Previously, the City was ranked as a Class 9, which translates to a 5 percent
discount on flood insurance for City residents. The change to a Class 8 provides
for a 10 percent discount and is effective October 1, 1998.

· The class upgrade was accomplished by additional activities performed by the City.
These activities are:
The mailing of a Flood Protection Information flyer to the residents
recently. This must be done twice a year and will go out with the City's
m:wsletter next time.
Providing information to our CRS representative showing Open Space
(non-buildable) areas in the Floodplain.
· The City will be receiving a congratulatory letter from FEMA in April 1998 on
the class upgrade.
· The City Engineer will continue to pursue additional CRS activities in an effort to
elevate the City to a Class 7.
