BOARD OF ADJUSTMENT
CITY OF WINTER SPRINGS
NOVEMBER 8, 1979
The Board of Adjustment Meeting of the City of Winter Springs, Florida,
was called to order by Maurice Brown at 7:37 p.m. The pledge of
allegiance to the flag was led by Maurice Brown.

Motion was made by Weaver, seconded by Palmer, to accept the amended
minutes as written of October 11, 1979. Motion carried.
Request of Dryden Jones for variance to construct a 7-11 Convenience
Store with sale of gasoline on the southwest corner of S.R. 434 and
Moss Road in zone C-l.
Mr. Dryden Jones, landowner of the proposed site for the 7-11 was
present. Mr. Jones stated the Board of Adjustment granted approval
for the 7-11 in 1974, but due to recession, plans were cancelled. Mr.
Jones said Southland Corp. (proposed developer) was willing to exceed
setback requirements (almost 90 feet from 434) and that they were more
than willing to adherr to the community.s wishes in regards to the
landscaping, architecture, etc. Mr. Jones made mention ~f the 7-11
store on International Drive near Disney as an example.
Due to present hardsh~p of obtaining ammortgage, Mr. Jones is not
developing property himself but stated he has been approached by
several developers and this was the best idea mentioned for use of this
property. Existing convenience stores were pointed out as well as the
proposed shopping center.
Mr. Bob Cavana , representative for 7-11 spoke for the request. He
stated studies have shown upward trend as to the need for convenience
stores. Median cut on Moss Road would be necessary. Mr. Cavana ~.
stated 7-11 has their own security prevention. He also stated if the
residents did not want a 24 hour convenience store they ~ould not stay
open 24 hours, that 7-11 is the trademark and does not signify
operating hours.
There was some discussion as to the control of hoodlums. Mr. Ca~ana'
stated they have a manager solely responsible for security.
Bill Braddock, a resident of the Ranchlands, spoke against the variance,
stating there were a number of convenience stores presently in
operation.
Carrie Weaver stated problems encountered at Handy Way on 434: fights,
windows broken, telephones ripped out, use as a gathering ground and
store clerk being threatened when calling Police. The convenience
store on 434 by Edgemon and Devon does not encounter quite so much
violence, however many calls are placed to the Police Department.

On the basis of the above safety hazards, Weaver moved to deny the
variance to construct a 7-11 Convenience Store with sale of gasoline
on the southwest corner of S.R. 434 and Moss Road in zone C-l,
seconded by Palmer. Vote: All aye. Motion carried to deny variance.
Mr. Cavana stated he felt his request was consistent with other
businesses presently allowable.
Maurice Brown stated his neighbors have made it known they are afraid
of problems which can arise with convenient stores.
Motion made by Palmer to adjourn, seconded by Weaver. Meeting
adjourned at 8:16 p.m.
