BOARD OF ADJUSTMENT
CITY OF WINTER SPRINGS
JUNE 7, 1979
The meeting was called to order by Chairman Palmer at 7:45 p. m.
Present:
Jacqueline Palmer, Chairman, present
Carrie Weaver, present

Maurice Brown, present
Jacqueline Koch, City Planner, present
Minutes of May 9, 1979 were read by Chairman. Correction of R1 and R1A instead of
R1A and R1AA in the minutes.
Motion by Sami1jan minutes be approved as amended. Motion carried.

Mrs. Palmer opened the meeting to the public. Mr. Dakh1a11ah said that his neighbors
did not object and that jealousy from competition was who had turned in the complaint
against him. He is renting and the truck is his livelihood and must be plugged into
electricity at night.
Mrs. Marsha Bracht, 613 Pearl Road, as an owner of property and one who has a renter,
that as long as a person is renting a home the owner implies what the renter does is
in agreement with the owner.
Maurice Brown says his conversations with neighbors indicate none object to Mr.
Dakh1a11ah's truck.
Per Ms. Koch, 15 registered letters were sent to residents and of the 15, one letter
from Florida Land Company was received in objection. No other residents have objected.
Mr. Sami1jan felt that since the owner of the property was not represented and the
form not completed by the owner he could not vote on this issue.
Mrs. Palmer moved to table the issue because application was not completed by the
City and that an opinion from the Attorney be gotten on whether the owner should sign
the application. Vote: Brown, no; Sami1jan, yes; Palmer, yes; Weaver, no.
Mrs. Weaver asked why should the form require the Attorney's opinion. Vote on
motion: Brown, no; Sami1jan, yes; Palmer, abstain; Weaver, no; motion to table this
issue denied.
Palmer moved to grant the Special Exception for six months. Vote: Brown, yes;
Sami1jan, abstain; Palmer, yes; Weaver, yes; special exception granted.
A discussion was held on when the regular meetings would be held.

but beginning July 12, 1979, and every second Thursday thereafter
hold its meetings. If there is no business the Clerk will inform
the meeting will be cancelled.

Palmer moved we establish the second Thursday of each month be regular Board of
Adjustment meeting. Vote: Brown, yes; Samiljan, yes; Weaver, yes and Palmer, yes.
Request the City Clerk take note second Thursday of each month will be Board meeting
and if no business is on the agenda, the meeting will be cancelled.
