Home My WebLink About1998 02 09 Regular Item C-3 ADD-ON COMMISSION AGENDA ITEM C-3 REGULAR X CONSENT INFORMATIONAL February 9, 1998 Meeting REQUEST: City Manager recommending the Commission authorize the Manager to propose a comprehensive plan amendment to clarify the City's annexation policy in the City's comprehensive plan in two phases as described herein. PURPOSE: The purpose of this agenda item is to authorize the City Manager to prepare a comprehensive plan amendment to clarify the City's annexation policy in the City's comprehensive plan in two phases. CONSIDERA nONS: Commission authority is needed to initiate a comprehensive plan amendment. The City's comprehensive plan is not inclusive of the City's annexation policy specifically reflected in the Joint Planning Area Map. Seminole County and the City of Oviedo desire the City to include the Joint Planning Area Map in the City's comprehensive plan in order to invoke the intergovernmental coordination provisions of the state's Growth Management Act as it relates to the inclusion and subsequent amendments of the Joint Planning Area Map, and specifically as it relates to the City's annexation policy in the Black Hammock Area. The City of Winter Springs has formally expressed its desire to enter into a planing process with Oviedo to work out a Joint Annexation Agreement. RECOMMENDATION: It is recommended that the City Commission authorize the City Manager to prepare a comprehensive plan amendment to further define its annexation policy with respect to its future boundaries with the city of Oviedo and the Black Hammock Area of unincorporated Seminole County in two phases. IMPLEMENTATION: Phase I of the comprehensive plan amendment process would be accomplished in the Spring (March) plan amendment cycle, provided the cities can agree on a Joint Planning Agreement. Phase II would be accomplished in time for the Fall (October) amendment cycle, provided the cities can agree on a Joint Planning Agreement.
