REQUEST: The Parks and Recreation Department requests the Commission authorize
the City Manager to enter into a contract with Starmer, Ranaldi Planning
and Architecture, Inc. of Winter Springs for engineering and architectural
design for renovation and development of local parks and for continuing
design services for the Parks and Recreation Department.
PURPOSE: The purpose of this item is to request the Commission authorize the City Manager
to enter into contract for said services.
CONSIDERATIONS:
. Funds have been appropriated for such design services.
. More than two dozen community meetings have been held to create site-use
plans, goals and objectives for renovation of these parks.
. Site-use designs and cost estimates of about 1.2 million forecast for these
facilities were exhibited to Commission in June of 1997.
. Advertisement for Request for Proposals were issued in November of 1997
and interviews of five (5) firms were held in December, 1997. See attachment
#1.
. Four (4) city employees comprised the interview team as follows: Parks and
Recreation Director, Brook Seall; Purchasing Director, J.P. Pretrencsik;
Charles Carrington, Community Development Director; and Kipton
LockcufT, Public Works/Utilities Director. The Parks and Recreation
Director followed with additional research and review with the City

. Manager and has concluded the above recommendation.
FUNDING:
Currently appropriated and available is $64,000.00 in Budget 7200-56310 Capital
Improvements for this work.
RECOMMENDATION:
It is recommended that the City Commission authorize the City Manger to enter
into contract with Starmer Ranaldi for engineering design of local parks and for
continuing parks design services as may later be authorized by Commission.
IMPLEMENTA nON SCHEDULE:
Begin work in February, 1998
Hold appropriate public meetings through AlPril, 1998
60% complete by June, 1998
Full completion by August, 1998

I have scheduled five (5) firms for interviews according to the State of Florida Consultants
Selection Process Guidelines. The following were the firms responding to our Request for
Proposal with interviews being held in the City of Winter Springs Commission Chambers
on December 10 & 11, 1997:

Conclusions/Selections
After about 20 to 25 minutes presentations, the committee may wish to ask questions.
Maximum interview time is 40 minutes.
Committee members will be asked to rate the firms 5,4,3,2,1 with 5 being the highest
rating. The firm receiving the most points will be invited to create a scope of service and
quote a price for same. If this fails, the second highest scornng firm will be asked to
propose.
