REQUEST: Public Works Department Requesting Authorization to Execute a Change
Order for the Paving of Bahama Road West of Moss Road.
PURPOSE: The purpose of this Board item is to request approval of a Change Order to the
Hayes, Panama, and Moss Road Paving project with Bergeron Land
Development, Inc. for the paving of a section of Bahama Road west of Moss
Road for an amount not to exceed $25,000.00.
CONSIDERA nONS:
The approval of this change order is needed to pave a 350 foot section of Bahama
Road which is difficult to maintain due to the installation of a sanitary sewer manhole.
This section is currently dirt and is bounded on the west by a paved section on Bahama
Road near the water plant and on the east by the Moss Road/Bahama Road intersection
which will be paved as part of the current project to pave portions of the Moss, Hayes
and Panama collector roads.
Prior to beginning the construction of the current collector road improvement
project, the property owner at the corner of Moss and Panama Roads paid for the
installation of a gravity sanitary sewer system to serve his property for potential future
development. The sanitary sewer was extended eastward on Bahama Road to Moss Road
and south from there. A sanitary sewer manhole was installed adjacent to 102 Bahama
Road in an unpaved section of Bahama Road.

at a cost of $449,000 plus 10% contingency and they are approximately 50% complete.
To date, two change orders have been issued totaling $10,083.23 for additional
driveway culverts and additional water main. The construction cost for this change order
is estimated to be $21,768.55 which is about $62 per linear foot. The cost for the
collector road work is approximately $105 per linear which included drainage,
recreational trails, and some utility work. No trails, sidewalks or sodding are included in
the change order. If approved and subsequently completed, the Public Works
Department would continue the sidewalk on the north side of Bahama Road to Moss
Road.
ISSUE ANALYSIS:
The existence of the sanitary sewer manhole in the middle of the unpaved section
of Bahama Road creates problems in maintaining this section of Bahama Road. The
current dirt road maintenance program includes grading or box blading twice per_week.
The manhole is a fixed structure which detracts from our ability properly crown the road
and it may become a safety hazard. The abutting resident has filed a written complaint
about this condition. It is only a matter of time before the manhole, grader or box blade
is damaged. No other dirt roads maintained by the City have a fixed structure in the
middle of the road.
FUNDING:
The section of Bahama Road west of Moss Road is not a collector road and
therefore is not eligible to be funded from the transportation impact fee. Sufficient funds
are in the Transportation Improvement Fund reserve account for these improvements.
The Transportation Improvement Fund is traditionally the source of funds for pavement
resurfacing, however, to my knowledge they have not been previously used to pave dirt
roads. The not to exceed change order amount of $25,000 would be incorporated into
the 1997/1998 budget revision as a Transportation Improvement fund capital
improvements project (140-56310).

RECOMMENDATION:
It is recommended that the City Commission approve a Change Order to the
contract with Bergeron Land Development, Inc. for a not to exceed amount of $25,000
for the paving of the dirt section of Bahama Road west of Moss Road payable from the
Transportation Improvement Fund reserves.
IMPLEMENTATION SCHEDULE:
Upon approval, the contractor will begin work within the week. Paving is
currently scheduled for the end of January, 1998. This project will be added to the
Transportation Improvement Fund capital improvements projects when the 1997/1998
budget is revised.
