TITLE:
Tuscawilla Home Owner's Association presenting their Beautification
Development Plan to the City Commission and City Manager
requesting the Commission to give the City's Assessment District
Consultant's Notice to Proceed with the project.
PURPOSE: The purpose of this item is to initiate the process for the development of
the Tuscawilla Beautification District.
CONSIDERA TIONS:
On May 12, 1997, the City Commission authorized a contract with the
Joint Venture Consulting Group of Governmental Services Group and the
law firm of Nabors, Giblin and Nickerson to develop an assessment
district for the Tuscawilla Beautification District.
It was decided that the development of a Beautification Plan by the home
owner's association was necessary to begin the process.
The association has completed its plans and desires to initiate action on
part of the consultants and City staff to create the Assessment District.
FUNDING: The Commission authorized $70,000 for the contract with the
understanding that the cost would be reimbursed by the Assessment
District if approved by the residents.
RECOMMENDATIONS:
It is recommended that the Commission review the Tuscawilla Home
Owner's Association Beautification Plans and authorize the City
Manager to proceed with development of the Beautification Assessment
District.

lMPLEMENTATION:
Upon authority to proceed, a task calendar will be revised with the goal of
completing the mail out ballot prior to April 1, 1998.

PRESENTATION TO THE WINTER SPRINGS CITY COMMISSION ON THE
TUSCAWILLA. BEAUTIFICATION DISTRICT, 11/24/97
Good evening, my name is Tom O'Connell, 1718 Seneca Blvd., First Vice
President of tl1e Tuscawilla Homeowners Association. I arn here tonight to update you
on the progress of the Tuscawilla Homeowners Association in our effort to bring to our
homeowners an opportunity to make a major improvement in property values and
quality of life through creation of a TLlscawilla Beautification District.
In May of this year, we met with City Manager McLemore and Commissioner
Blake to chart a COUTse which would get us to the point of presenting a workable and
affordable plan to homeowners within the Tuscawilla PUD for their c.onsideration. As a
result of that meeting and the Commission's subsequent vote to support our effort, the
Tuscawilla Homeowners Association began tl1e task of determining landscape and
hardscape design, costs of capital improvements and operating costs. I am happy to
report that last Wednesday we were able to provide the City Manager with the dal
