TITLE: Police Department informing the Commission of the Florida Department of
Transportation's intent to raise the speed limit of the newly completed section of SR 434 to 50
MPH.
PURPOSE: To provide information to the Commission regarding the results of a Florida
Department of Transportation study to establish the proper speed limit on S.R. 434 from S.R. 419
to .3 miles east of Tuskawilla Road.
CONSIDERATIONS: On September 22, 1997 the City Manager received a letter from
Fred D. Fernell, P.E. of the Florida Department of Transportation. Mr. Ferrell's letter states that
a speed limit study has recently been conducted on the newly completed portion of S.R. 434 from
the intersection of S .R. 419 to a point .3 miles east of Tuskawilla Road. FDOT reports as a result
of that study that the proper speed on this portion of highway should be raise from 45 MPH to
50 MPH.
Mr. Ferrell also requests any comments the City may have regarding this change. The Police
Department feels that the proposed increase in the speed limits is reasonable, and has no
objections. This matter is presented for the information and consideration of the Commission.
RECOMMENDATION: Accept the results of the FDOT study regarding the in crease in the
posted speed limit on the stated section of S.R. 434.
IMPLEMENTATION SCHEDULE: At the discretion of the Florida Department of
Transportation.

We recently nducted.a speed zone study on SWe Road 434 in Winter Springs from the intersection of State Road
434 and St e Road 419 to about oi3 mile east of Tuscawilla Road. The study was undertaken to establish the
proper spee4 on this newly recon.stru;cted facility and to address concerns of area residents.
<Air findings w that the speed limit \mould be changed from 45 MPH to 50 MPH in this area. Speed limits should
be set at or the 85th percentile speed that prudent, free flowing traffic is comfortable with. This reduces the
frequency 0 passing and overtaking iand thus increases potential corridor safety. Speed limits. that are set below
that which ost free flowing traffic goes tend to generate disrespect for traffic control devices in general and do
not lower thf actual speeds driven. .A. copy of the speed graph for this section of State Road 434 is attached.
