TITLE: Police Department requesting the Commission to give consent to the application
and acceptance of a Bureau of Justice Assistance Block Grant.
PURPOSE: To inform and seek the consent of the Commission regarding the availability of a
Bureau of Justice Assistance Block Grant which will be used to greatly expand the services
which can be provided through the Community Relations section of the Police Department.
CONSIDERATIONS: The United States Bureau of Justice Assistance provides money
through block grants which can be expended toward Crime Prevention Projects. The Police
Department is eligible for $20,943 in such assistance. By utilizing this money, the Police
Department can expand the services offered to the citizens through the Community Relations
section by developing and implementing an truly effective Neighborhood Watch program;
establishing a Bicycle Patrol force; providing materials and training for a Youth Resources
Officer specially assigned to deal with the problems facing children; and by providing Personal
Safety classes for women and Senior Citizens.
ISSUE ANALYSIS: In order to receive this grant, the City of Winter Springs must provide a
matching contribution of $2,327.00. The Police Department's Promotional Activities line
code, which provides funding for Crime Prevention/Community Relations programs, has $5,000
available to be expended on community based projects and programs in the 1997-1998 Fiscal
Year. By expending less than half of this available money ($2,327.00) the funding for the Crime
Prevention/Community Relations section can be increased four-fold to $20,943.00. The required
matching contribution can be easily absorbed in by the Promotional Activities line code without
the need for further funding.
RECOMMENDATION: Approve the expenditure of$2,327.00 from the Police Departments
Promotional Activities line code as matching contribution for the Bureau of Justice Assistance
Block Grant.
IMPLEMENTATION SCHEDULE: Concurrent with the start of Fiscal Year 1997-1998 on
October 1, 1997.

A Bureau of Justice Assistance Block Grant is available for application by the
City of Winter Springs Police Department for use in Crime Prevention Projects.
The Winter Springs Police Department is eligible for $20,943 of grant Funds with
a matching contribution of $2,327,00 required by the City of Winter Springs,
Attached is a list of Crime Prevention resources that the Police Department
would acquire under the Grant. Included are items and equipment to initiate a
fully operational Neighborhood Watch Program, Bicycle Patrol Program, Youth
Resource Officer, and Personal Safety Classes for women and senior citizens.

REQUEST: Community Development Department requests authorization of the City
Commission to send a letter to the Seminole County Chairman, Randy Morris
supporting realignment of the Cross Country Trail within the Town Center.
PURPOSE: The purpose of this Agenda Item is to initiate review and eventual consideration of
a plan to relocate the Cross Country Trail from its present proposed location to the
edge of the wetland area on the proposed Town Centers' eastern boundary.
RECOMMENDATIONS:
The City Staff recommends the City Commission authorize the City Manager to
write the above referenced letter to Commission Chairman, Randy Morris,
