Authorization / 23 June 1997 REQUEST: Fire Department requesting the City Commission approve the First Reading for adoption of Ordinance No. 663, concerning the continuation of patient transport services that is scheduled to cease on September 30, 1997, as directed and approved by the City Commission in Ordinance No. 613. PURPOSE: To request that the City Commission approve the First Reading for adoption of Ordinance No. 663 extending the operation of the City's patient transport service indefinitely, providing for conflicts, severability and effective date. CONSIDERA TIONS: A. December 11, 1995 - Regular Meeting City Commission The City Commission approved the Second Reading and Public Hearing by motion Ordinance No. 608 authorizing the provision of Emergency Medical Services Patient Transport by the Winter Springs Fire Department. Commissioner McLeod suggested that another ordinance to Ordinance No. 608, that whenever the first tax dollar subsidies are spent that the service (Fire Department Emergency Transport Service) will go out to public bid within 90 days. City Attorney Frank Kruppenbacher said he would get with the Fire Chief and City Manager and bring a draft ordinance back to the Commission. B. January 8, 1996 - Regular Meeting City Commission City Attorney Frank Kruppenbacher gave the Mayor and Commission a draft ordinance that was a proposal of financial protection for safeguards on the Fire Department Emergency Transport Service. This will be Ordinance No. 613. June 23, 1997 Regular Agenda Item "D" Page 2 C. January 22, 1996 - Regular Meeting City Commission First Reading of Ordinance No. 613, providing for financial protection and safeguards for the City of Winter Springs, Florida, regarding the establishment and operation of the City operated emergency transport service. The following changes were made: Section I - add "if the City elects to extend the ordinance then Section II shall be considered by the Commission at the time it considers passing a new ordinance." Section II - after the wording "..City Budget.." , add" ..or at any time thereafter..." D. February 12, 1996 - Regular Meeting City Commission Second Reading and Public Hearing of Ordinance No. 613. There was no member of the public who wished to speak regarding Ordinance No. 613. Ordinance No. 613 was approved by motion. E. General Discussion The City of Winter Springs Fire Department has been transporting Emergency Medical Patients to area hospitals since January 15, 1996, as authorized by City Ordinance No. 608 (attachment 1). A companion Ordinance No. 613 (attachment 2) was authorized by the City Commission on February 12, 1996, providing for financial protection and safeguards regarding the Transport Service for the City. Ordinance No. 613 provides that the Transport Service will cease on or before September 30, 1997, unless the City passes an Ordinance extending the Transport Service. The Transport Service has been operating for over 17 months and has not created any financial impa,ct on the operational budget of the Fire Department. No General Funds of the City whatsoever are flowing into or supporting the Transport fund. The Transport revenue has actually lowered expenditures in the operational budget of the Fire Department, and costs associated with Emergency Medical Services such as operational supplies, personnel costs for the transport time, fuel for the Rescue units, as well as tires and maintenance have all been allocated to the Transport Service revenue (attachment 4). It is the Fire Chief s recommendation that the Transport Service be continued indefinitely or until such time as the City Commission determines that this is not a viable public service of the City of Winter Springs. If the Transport Service is not continued the Fire Department's preliminary budget submission for fiscal year 1997/98 will require a revision to include expenditures being allocated to the Transport Services fund. The revenue collected from January 15, 1996, to April 30, 1997, has been $89,950.61, during the same period expenses have been $30,642.90. This leaves a fund balance of $59,307.71 to date for this service (attachment 5). June 23, 1997 Regular Agenda Item "D" Page 3 FUNDING: No additional funding is required. RECOMMENDATION: Approval of First Reading of Ordinance # 663. COMMISSION ACTION: ORDINANCE NO. 608 AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA, AUTHORIZING THE PROVISION OF EMERGENCY MEDICAL SERVICES PATIENT TRANSPORT BY THE WINTER SPRINGS FIRE DEPARTMENT; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. WHEREAS, Sections 3-01, 4.14 and 12-01 of the Winter Springs City Charter and state law provide; and WHEREAS, the Winter Springs City Commission with the authority to authorize the provision of emergency medical services patient transport by the Wmter Springs Fire Department; and WHEREAS, the City of Winter Springs Fire Department has transport equipment and personnel qualified to provide medical transport; and WHEREAS, the Wrnter Springs City Commission desires to provide such service by the Winter Springs Fire Department. NOW, TIIEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS: SECTION I - The Wmter Springs Fire Department is hereby authorized to take those steps legally necessary to provide emergency medical services patient transport utilizing equipment and personnel of the Winter Springs Fire Department. SECTION II - The fee charge for transport service for each person transported is hereby established as $184.63 per transport. This fee is to be re-evaluated each year at budget review.
