REQUEST: Police Department requesting the Commission to give approval and
authority for the City Manager to submit a bid to the City of Winter Park for the purchase
of eight low mileage police vehicles in an amount deemed appropriate by the City
Manager.
PURPOSE: The purpose of this item is to gain Commission Approval for the City
Manager to submit a bid for eight low mileage police vehicles to the City of Winter Park,
to eliminate existing high mileage vehicles in the police department.
CONSIDERATIONS: In an effort to provide a safe and cost efficient fleet of vehicles,
the police department is attempting to replace all remaining high mileage, high
maintenance vehicles in the department.
The City of Winter Park is selling eight police package vehicles with mileage of between
45,000 and 67,000 on their odometers. A minimum bid of$5,000.00 is being requested
on six Ford Mustangs and $6,000.00 on each of two Ford Crown Victoria Sedans.
The cost of these vehicles is approximately 25% of the original costs of new vehicles,
while they still have approximately 50% of the vehicles useable life under our current
vehicle replacement schedule. The vehicles from Winter Park are well maintained and
most were take home vehicles. The purchase of these eight vehicles would eliminate all
vehicles in the fleet with over 120,00 miles, and eliminate the need to request replacement
vehicles in Fiscal Year 1997-98.
Without taking advantage of this opportunity, the department would need to request four
new vehicles in the FY 97/98 budget. The purchase of the vehicles from Winter Park
would eliminate the request from the FY 97/98 budget, thus creating a cost savings of
$84,000.00 in vehicle replacement expense.
All vehicles from Winter Park have excellent tires on them and will be delivered to the
successful bidder with existing emergency lighting providing for further savings in
equipment expense. All Winter Park Police Department markings will be removed and
the vehicles will be ready to be marked with the Winter Springs Police Department
graphics. Once department radios are transferred, the vehicles could be placed into
service. A list of the vehicles and mileage are listed below

ISSUES ANALYSIS: Purchase of the vehicles from Winter Park would accomplish the
elimination of the high maintenance vehicles from the police fleet and provide safe,
effective transportation for employees, and emergency response to citizens calls for
service. The cost of the eight replacement vehicles is about half of what it would cost to
purchase four new vehicles. The savings in purchase price is about $40,000.00.
Therefore $84,000.00 can be removed from the FY 97/98 budget request in vehicle costs,
and an additional elimination of $ in emergency equipment costs.
The reduction in maintenance costs to the City would be immediate in the current budget
year, and experienced further into next years budget. It is anticipated that next years
savings in maintenance would be $10,000.00.
Four major benefits to the purchase of the Winter Park vehicles are evident.
. Cost savings to the City overall of approximately $50,000.00
. Development of a low maintenance fleet
. Provide safe emergency vehicles for officers that reduce liability to the City and
increase level of service to the citizens
. Allows the department to approach a regular replacement schedule that will reduce
expenditures to the City in the future

FUNDING: The source of funds for this purchase would be the General Fund and
Contingency Fund.
RECOMMENDATION: Authorize the City Manager to submit a bid for the purchase
of eight police vehicles from the City of Winter Park in an amount the City Manager
deems appropriate.
IMPLEMENTATION SCHEDULE: Immediately upon approval of Commission.
