Authorization
REQUEST: Utility Department Requesting Authorization to Execute Amendment 7 for
Consulting Engineering Services with Conklin, Porter & Holmes Engineers,
Inc.
PURPOSE: The purpose of this Board item is to request authorization for the execution of
Amendment 7 for the design of a new surge tank at the West WRF with Conklin,
Porter & Holmes Engineers, Inc. at a cost of $38,700.00.
CONSIDERA TIONS:
This Amendment is to provide engineering services for the preparation of plans and
specifications for a new surge tank at the West Water Reclamation Facility. It is needed to
reduce the peak flows through the wastewater treatment plants. Peak flows, which
traditionally occur in the early morning and evening hours, can upset the treatment process
and cause the effluent quality to be out of compliance with the State criteria.
The West WRF is currently operating at approximately 65 % capacity. As we
approach the 75 % to 80 % capacity range in the next several years, peak flows will have a
greater negative impact on the treatment process. A surge tank has an equalizing effect on
the flows by having the ability to store the peaks and pumping the sewage through the
treatment plant at a constant rate. A bar screen and grit removal chamber will be included in
the surge tank.
The scope of work includes surveying, engineering design, permitting, and bidding
services. This Utility Capital Improvements project will be proposed in FY 1998/1999.

FUNDING:
The cost for Amendment 7 is $38,700. The source of funds will be the capital
improvements line code (3600-56370) of the Utility Revenue Generation Fund. Funds
would be expended over the next 270 days.
RECOMMENDATION:
It is recommended that authorization be given for the execution of Amendment 7 for the
design of a new surge tank at the West WRF with Conklin, Porter & Holmes Engineers, Inc. at a
cost of $38,700.00 payable from the capital improvements line code (3600-56370) of the Utility
Revenue Generation Fund.
IMPLEMENTATION SCHEDULE:
The scope of services will be completed within 270 days of approval.
