REQUEST: Storm water Utility Advising the City Commission of the Staff
Recommendation that a Control Structure Be Installed on the Dittmer
Property to Prevent Future Flooding.
PURPOSE: The purpose of this Board item is to bring to the attention of the City Commission
the staff recommendation to Walt Dittmer that he install a control structure on his
property as a preventative measure to control runoff from his property.
CONSIDERA TIONS:
In August of 1995, property owners appeared before the City Commission
complaining of flooding that occurred during a storm event causing significant damage to
two homes on Elmwood Drive in the Wildwood subdivision. The source of the flooding
in this instance was that a berm along a pond on the Dittmer property was breached to
due to an earthen weir being overgrown and filled in. The residents requested that the
City research a way to prevent this event from reoccurring. City staff recommended to
Mr. Dittmer last year that he construct the originally designed control structure for the
retention pond to alleviate the concerns of the Wildwood residents. We have been
working with Mr. Dittmer since then to bring this project to fruition.
The undeveloped piece of property owned by Walt Dittmer is located in the
northwest corner of the City that is generally bounded on the east by the Wildwood
subdivision and on the north by Shepard Road. The property size is approximately 30
acres and the natural drainage is to the southeast, towards the Wildwood subdivision. In
1985, the property was approved by the City to be developed as the Winter Springs

Commerce Center. A St. Johns River Water Management District permit was also
issued.
The SJRWMD permit included a retention pond and control structure on the
eastern side of the property immediately adjacent to the Wildwood subdivision. The
control structure was proposed to connect to an existing 29"X45" elliptical pipe in
Meadowbrook Drive which is capable of handling the flow, The drainage system on
Meadowbrook Drive is owned and maintained by the City.
The only site development work performed on this property in approximately
1988 was the construction of the retention pond including a berm along the Wildwood
subdivision and an earthen weir to serve as an overflow. The development approval and
SJRWMD permit have subsequently expired.
Since 1990, residents on Elmwood Drive have experienced flooding three times
including the major event in 1995. In our opinion, if the control structure was properly
installed these events could have been averted. The installation of the structure and
associated piping will not require a SJRWMD permit, as confirmed by a SJRWMD
representative, nor will it require a City permit. However, City approval and a SJRWMD
permit will be required when this property is developed.
ISSUE ANALYSIS
Recently, a concern was expressed to staff that there is some opposition to the
installation of the control structure and connection to the City drainage system. It is our
contention that the system is already "connected" and we are recommending that the
earthen weir be replaced with a concrete control structure which will require less
maintenance and be more reliable. We are seeking the Commission's concurrence on the
staff recommendation.
FUNDING:
No expenditures are required by the City.

RECOMMENDATION:
It is recommend that the Commission concur with the staff recommendation that
Mr. Dittmer install the control structure and associated piping to connect to the
Meadowbrook Drive drainage system to reduce the potential for future flooding.
IMPLEMENT A TION SCIffiDULE:
If approved, we will continue to work with Mr. Dittmer to get the control
structure and piping installed. It will still be a recommendation to Mr. Dittmer, not a
requirement.
