REQUEST: Inform the City Commission of a Pilot Program to test a new street resurfacing
product.
PURPOSE: The purpose of this Board item is to update the City Commission on the
implementation of a pilot program for a street resurfacing product new to Winter
Springs called Micro-Surfacing.
CONSIDERATIONS:
The Public Works Department has completed the resurfacing of two streets and
abridge approach witllln the City using a process called Micro-Surfacing. The streets chosen
were Benitawood Court, Tuscora Drive (from Winter Springs Blvd. to Northern Way), and the
Howell Creek bridge approach at Northern Way. These streets were chosen because they
were showing signs of wear but had no structural damage and also for their traffic patterns.
The Micro-Surfacing process is a polymer-modified cold mix paving system formulated
using an asphalt emulsion with a finely crushed aggregate. This emulsion is cold applied an
spread in layers on the existing road surface as a coating. The system is primarily used to cover
those streets which have lost some of the asphaltic bonding agents which exposes the
aggregate, but have no major structural deterioration. The thickness of this material is less than
Y:z "thick eliminating the need to mill up the old surface and does not create elevation problems
at driveways.
The cost ofa two layer application of micro-surfacing is $1.71 per square yard versus
$2.18 per square yard for conventional hot applied asphalt resurfacing. This system is
currently used by Seminole, V olusia and Orange County and some sister cities. The Public
Works Department will monitor these application areas to determine the practicality offuture
usage where applicable.
