REQUEST: The General Services Department requests that the City Commission reconsider
purchasing a surplus Christmas Sled from the Orlando Naval Training Center for
use in the City of Winter Springs Annual Holiday Parade.
PURPOSE:
The purpose of this Board Item is to allow the City Commission to make a
decision as to whether they want ,to place a bid on a Christmas Sled for use in the
,City of Winter Springs Annual Holiday Parade.
CONSIDERA TIONS:
1. In July 1996, the City Manager posted a $5,000 bid on the above
referenced sled to secure the commissioner's ability to bid on the sled. A
minimum bid of $4,500 was placed on the sled by the Navy.
2. On August 5, 1996, the Commission voted unanimously to withdraw the
bid for the sled, but to submit a bid of $1.00 if no bids were received.
(See attached minutes) The $1.00 bid was rejected and the item is up for
reconsideration.
3. The Navy was unable to sell the sled at the original minimum price of
$4,500, and is offering the sled at a minimum price of$I,800 in this year's
auction.
4. The Winter Springs Civic Association Parade Committee supports the
acquisition of the sled (see attached letter ofPebruary 27, 1997).
5. J.P. Petrencsik, Purchasing Director, has assessed the value of the sled to
be approximately $2,200.The minimum bid is $1800.

6. The City currently has no place to house the sled,
7. It would cost $2,645 for a 20' x 14' shed to store the sled, and cost $1,300
for a thru-wall NC unit to climate control the sled.
8. A 15' X 20' tarp would cost $70/year, but would not provide as much
protection as the shed.
9. Operating and maintenance cost is unknown,
10. Quotes must be submitted before March 14, 1997.
ISSUES:
Does the City Commission desire to incur additional costs estimated at $2,200 for
acquisition, $2,645 for a new shed, $1,300 for a thru wall NC unit for climate control,
additional liability insurance, and annual operating and maintenance expenditures to
acquire a Christmas Sled to be used in the City of Winter Springs Annual Holiday Parade?
FUNDING:
Funding would have to be allocated from General Fund reserves.
RECOMMENDATION:
That the City Commission considers bidding on the Christmas Sled offered by the Orlando
Naval Training Center, at a bid not to exceed $2,200,00, authorize $2,645 for a new shed
to house the sled, $1,300 for a thru-wall NC unit to climate control the sled, authorize the
addition of the sled to the City's liabilities insurance policy, and authorize annual operating
and maintenance expenditures (undetermined) for the sled.

Commissioner Ferring said it is important to have communication with the residents that will have
the paving as there are different opinions regarding sidewalks and paths etc.
Mayor Bush said there is consensus of the Commission to have the Manager go ahead with the rural
road concept.
Mr. Nold asked if there could be consideration of having retention ponds instead of having ditches.
Mayor Bush called for a recess at 8:50 p.m. Mayor Bush reconvened the meeting at 8:58 p.m.

Manager McLemore stated that we have put a bid on this for $5,001.00. We can take the bid back
if the Commission chooses not tobid on this. The bids will be opened at 1:00 p.m. tomorrpw.
Manager McLemore described the parade float to the Commission. Discussion.
Mayor Bush stated that the City has two activities in the City that brings the City together one being
the Parade and the other the Art Festival. Mayor Bush said even though it wasn't budgeted, this
activity he feels is very worthwhile for the City, it is one of the few times that we get together as a
City. Mayor Bush said he hasn't spoken to any to the people on the Parade Committee but these are
people that have been involved in the City and'said he would like to have the Commission give this
serious consideration. Mayor Bush said the Parade Committee would not have recommended this -
if they didn't think it was in the best interest of the City.
Commissioner Fening mentioned that this request has not been before the Board of Directors of the
Civic Association. Commissioner Ferring said personally he doesn't see this request as a benefit for
the City. Commissioner Ferring stated that he feels the City should pull the bid and ask the Navel
Training Center to donate the float to the City. .
Don Wilson,' Parks and Recreation Director, stated that he was working with the B.O.W.S. Board
and Civic Assoc., trying to get the two groups together to consider having an additional event at one
of the City Parks (preferably Central Winds Park) after the parade concluded. There was a meeting
scheduled and members from the B.O.W.S. Bd., somehow didn't get it on their calendar and didn't
show; the Parade Committee and he met. Time was discussed to take back to the B.O.W.S. Bd. and

The Winter Springs Civic Associadon sponsors our Annual HoBday Parade on
the Sunday prior to ThanJc~giving each year.
The Parade Committee sent a letter on July 26 1996 nlaldng a Cormal request
Cor the City to submit a bid Cor a Christmas sled Cor Santa Claus to ride on.
Our Assocladon does not have the funds and are in hopes that the City could
possibly bid Cor the sled.
As per our phone conversation on Feb. 27 1997, I understand that the sled is up
Cor sale again at a reduced price.
It would be a tremendous asset to the parade and to the City.
