A RESOLUTION OF THE CITY OF WINTER
SPRINGS, FLORIDA REQUESTING THE FLORIDA
DEPARTMENT OF TRANSPORTATION (FDOT) TO
MAKE CERTAIN SAFETY ENHANCEMENTS TO
THE STATE ROAD 434 ACCESS MANAGEMENT
PROJECT FM No. 404676 AND FM No. 407160 ON
STATE ROAD 434 IN WINTER SPRINGS, FLORIDA
IN ORDER TO PROVIDE A SAFER
ENVIRONMENT FOR MOTORISTS AND
PEDESTRIANS AND TO F ACILIT ATE THE
ECONOMIC SUCCESS OF THE 434
REDEVELOPMENT DISTRICT.
WHEREAS, on July 8, 1996 the City of Winter Springs Commission approved the
development of a concept plan for State Road 434 to the Orlando Urban Area
Metropolitan Planning Organization for inclusion into the Florida Department of
Transportation's Five Year Work Program, and
WHEREAS, on April 14, 1997 the Orlando Urban Area Metropolitan Planning
Organization governing board approved the Transportation Improvement Five Year
Work Plan to include the plan for access management and signalization along State Road
434 between State Road 419 and US 17-92, and
WHEREAS, on April 14, 2003 final plans were submitted to FDOT and approved by
FDOT on August 11, 2003 to include new medians, landscaping, irrigation, signalization
upgrades, stamped asphalt and milling and resurfacing, and
WHEREAS, Seminole County was chosen by FDOT to administer this LAP project, and
WHEREAS, the construction of the project began in August 2004, and
WHEREAS, the City re-affirms that the need for allowable U-turns for use by city
residents and business customers was raised with FDOT by Winter Springs officials
during planning, design, and construction phases of the project, and
WHEREAS, the City Engineer communicated to FDOT officials the imminent safety
concerns regarding U-turns that became evident to City residents after installation of the
new medians, and
WHEREAS, FDOT has agreed to revisit the intersections where U-turns are allowable
after the project is completed for purposes of validating computer models with actual
conditions in the field, and
WHEREAS, the Winter Springs Commission finds the placement of poles supporting
new traffic signal mast arms in sidewalks to be a grave safety concern at all intersections
and in particular the intersection of Sheoah Boulevard and the entrance to Winter Springs
Elementary School, and
WHEREAS, the Winter Springs Commission finds that the lack of controlled left turn
signals at the intersections of Moss Road and SR 434, and Edgemon Avenue and SR 434
places the motoring public in danger, and
WHEREAS, the Winter Springs Commission strongly believes that a safer, more
pedestrian friendly road network and traffic access plan than that provided for in the
current road improvement Project design is essential to the economic success of the
Winter Springs SR 434 Redevelopment Overlay Zoning District provided for in the
City's Comprehensive Plan, Development Plan, and Development Codes.
NOW THEREFORE, BE IT RESOLVED that the Mayor and Commission of the City
of Winter Springs request the Florida Department of Transportation to support the safety
and economic success of the SR 434 Redevelopment Overlay Zoning District as follows;
1. Immediately re-evaluating the current placement of allowable U-turns to provide
for a safer automobile and pedestrian environment.
2. Acquire any needed Right of Way to allow pedestrian sidewalks to be installed
behind the new traffic signal mast arms poles as opposed to the location of the
mast arm poles in the sidewalk.
3. Install controlled left turn traffic signals at the intersections of Moss Road and SR
434, and Edgemon Avenue and SR 434.
Duly Adopted by the Mayor and Commission of the City of Winter Springs duly
assembled in Winter Springs, Seminole county, Florida on this the 24th day of
October 2005.
