RESOLUTION NUMBER 2005-07
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, ADOPTING
THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) SEMINOLE
COUNTY LOCAL HAZARD MITIGATION STRATEGY PLAN
WHEREAS, areas of the City of Winter Springs are vulnerable to the human and economic cost of
natural technological and societal disasters, and
WHEREAS, the City of Winter Springs realizes the importance of reducing or eliminating those
vulnerabilities for the overall good and welfare ofthe City, and
WHEREAS, the City of Winter Springs has been an active participant in the Seminole County
Mitigation 20120 Task Force which has established a comprehensive, coordinated planning process involving
Seminole County and its municipalities, as well as other public and private sector organizations to eliminate
or decrease these vulnerabilities; and
WHEREAS, the City of Winter Springs representatives and staff have identified, justified and
prioritized a number of proposed projects and programs needed to mitigate vulnerabilities of areas of the City
of Winter Springs and unincorporated areas of Seminole County to the impacts of future disasters, and
WHEREAS, the City of Winter Springs representatives and staff have reviewed the information
provided by or on behalf of other participating jurisdictions and organizations, including the projects and
programs they have proposed for incorporation into the Seminole County Mitigation 20120 Task Force Local
Hazard Mitigation Strategy Plan, and
WHEREAS, these proposed projects and programs have been incorporated into the current edition of
the Seminole Count Local Hazard Mitigation Plan that has been prepared and issued for consideration and
implementation by the communities and jurisdictions of Seminole County,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Winter Springs,
Florida, as follows:
SECTION I The City of Winter Springs herby accepts and endorses the mitigation goals and
objectives established by the Seminole County Mitigation 20120 Task Force for the countywide plan and, in
particular the section entitled "Jurisdictional Hazard Mitigation Plan for the City of Winter Springs"
(attached as Exhibit A), and the anticipated schedule for the next updating of the Plan.
SECTION II The City of Winter Springs finds that the proposed mitigation projects and programs
included in the plan by other jurisdictions and organizations are acceptable, that they will not have adverse
effect on the City or its neighborhoods, and that they do not conflict with or duplicates the mitigation
proposals made by the City itself.
SECTION III The City of Winter Springs and Seminole County personnel are requested and
instructed to pursue available funding and grant opportunities for the implementation of the proposals
designated within the Plan.
SECTION IV The agencies and organizations within the City of Winter Springs and Seminole
County will upon receipt of such grants, funding or other necessary resources, seek to implement the
proposals contained within the City of Winter Springs individual section of the local mitigation plan.
SECTION V The City of Winter Springs will continue to participate in the updating and expansion
of the Seminole County Mitigation 20/20 Task Force Local Hazard Mitigation Plan.
SECTION VI The City of Winter Springs will further seek to encourage the businesses, industries
and community groups operating within the City of Winter Springs to also participate in the updating and
expansion of the Seminole County Local Hazard Mitigation Plan in the years ahead.
SECTION VII BE IT FURTHER RESOLVED that other resolutions or parts of resolutions in
conflict herewith are hereby repealed.
