A RESOLUTION OF THE CITY OF WINTER SPRINGS,
FLORIDA SUPPORTING THE REQUEST OF AN UPLAND
EASEMENT APPLICATION TO THE STATE OF
FLORIDA DEPARTMENT OF ENVIRONMENTAL
PROTECTION, DIVISION OF STATE LANDS, BUREAU
OF PUBLIC LAND ADMINISTRATION FOR CROSSING
STATE LANDS IN DEVELOPING THE WINTER SPRINGS
TOWN CENTER BLUMBERG TRAIL.
WHEREAS, the City Winter Springs has actively supported the construction of a greenways
and trails system in Winter Springs and Seminole County and is dedicated to offering a wide range
of recreational and alternative transportation uses which will allow the City's citizens and visitors to
enjoy the natural beauty of Winter Springs; and
WHEREAS, the City of Winter Springs overwhelmingly approved the design and
construction of the Blumberg Trail, specifically named in the approved referendum; and
WHEREAS, the City of Winter Springs has approved the construction of Phase II of
Magnolia Square park as a trail head and restroom facility for a portion of the Cross Seminole Trail
through Winter Springs Town Center,
WHEREAS, the City of Winter Springs plans to complete the construction the Blumberg
Trail by connecting to the existing Cross Seminole Trail at a point just east of Tuskawilla Road at
the future phase of Magnolia Square Park to a future section currently under design at Central
Winds Park in Winter Springs for a distance of 0.9 miles. This portion of trail will cross Tuskawilla
Road, Doran Drive and Central Winds Boulevard. The trail will provide connections to Magnolia
Square Park the Winter Springs Town Center and Central Winds Park, and will connect to the cross
county trail network; and
WHEREAS, the completion of the trail in this area is a critical transportation and
recreational improvement which will provide viable bicycle and pedestrian transportation
alternatives in accordance with the City of Winter Springs Comprehensive Plan; and
WHEREAS, the trail project requires an easement across lands within the Blumberg
Boulevard median, owned by the Board of Trustees of the Internal Improvement Trust Fund of the
State of Florida; and
WHEREAS, the City of Winter Springs has coordinated the trail development with the
Seminole County, minimized impacts to environmental resources and the trail users.
NOW THEREFORE, BE IT RESOLVED, that the Commissioners of the City of Winter Springs,
Florida hereby requests the Board of Trustees of the Internal Improvement Trust Fund of the State
of Florida grant an Upland Easement as described in the attached exhibits for the construction of the
Blumberg Trail through the Winter Springs Town Center.
