REQUEST: Public Works Department Requesting Authorization to Expend Funds for a
Joint Sidewalk Improvement Project with Seminole County
PURPOSE: The purpose of this Board item is to request authorization to expend $900 for the
materials necessary for the County to install a sidewalk on Shepard Road west of
Highlands Elementary.
CONSIDERATIONS:
Residents in the area of Highlands Elementary have requested that a '1ni.ssing link"
portion of sidewalk be installed on Shepard Road. This portion of Shepard Road is in
Seminole County right of way. The 95 feet of missing sidewalk fronts an undeveloped
parcel in unincorporated Seminole COWlty across from the entrance to Wildwood,
We made a written request to Seminole County for them to install the needed
sidewalk. They responded by advising us that this was not a school access sidewalk as
determined by their traffic engineering staff: as a result they would not be able to construct
and maintain the sidewalk. A copy of the County response and report is attached.
Subsequently on January 9th, Bob Zaitooni, P.E., County Traffic Engineer,
verbally offered to install the "missing link" sidewalk and two other sections on Shepard
Road near Ditmer AluminuDl and the 7-11 convenience store if the City of Winter Springs
would pay for the materials at an estimated cost of $900. The 225 feet of sidewalk
proposed, at $4 per foot for materials is reasonable. Mr. Zaitooni also committed to

pursuing an upgrade of the pedestrian signal crosswalk at 17-92 with DOT.
FUNDING:
The fimding source for this project is the sidewalks program in the Transportation
Improvement Fund (104-56310). Sufficient fimds are available for this project.
RECOMMENDATION:
It is recommend that authorization be given to pay Seminole County for the
materials necessary to construct sidewalks on the north side of Shepard Road west of
Highlands Elementary at a not to exceed cost of$900. The funding source would be the
Transportation Improvement Fund (104-56310).
IMPLEMENTATION SCHEDULE:
Seminole County should complete the project within 30 days of receipt of the
materials cost.

Attached are the findings of the our Traffic Engineering Department concerning your
request for sidewalk on Shepard Road. The Board adopted policy only allows the Road
Division to construct and maintain school access sidewalks. This area does not fall into
this category, we would be unable to construct and maintain sidewalks.

SUBJECT: Shepard Road Sidewalk
As per your request, I have ~eviewed current conditions on Shepard Road west of
Highlands Elementary School to determine areas currently lacking sidewalk (attached
diagram). As noted by the City of Winter Springs, a 95' section is currently without
sidewalk just west of the Autopower driveway. While not identified, approximately 130'
is also lacking between US 17-92 and the west drive to Detmer Aluminum.
According to School Transportation, students residing west of Highlands Elementary
School are provided bus service as this route is deemed hazardous per State Statutes
due to crossing conditions at US 17-92. While completion of this sidewalk would
enhance pedestrian travel conditions along this section of Shepard Road, it is not a
route currently utilized by students to/from their residence to Highlands Elementary
School.

Missing Link Sidewalk on Shepard Road

As directed, this memo is to keep you informed as to the status of the missing link
sidewalk on Shepard Road, as previously discussed with Commissioner Gennell.
I attended the Seminole School Safety Advisory Committee meeting on December 5, 1996
and brought the matter to their attention. Even though this section is not within the city
limits, I advised the Committee that I felt the City of Winter Springs would take the lead
to continue to "remind" the County of our interest in getting this project complete, if the
Committee would endorse the project and agree that it is necessary. The Committee
agreed to recommend to the County that installation of this section of sidewalk is
needed. (Highlighted copies of the minutes of that meeting are attached).
You should be receiving a copy of the Committees recommendation to Seminole County.
Please advise what further direction should be taken in this matter.

THE MEETING WAS CALLED TO ORDER BY MIGHK WILSON AT 10:00 am.
THE MINUTES OF THE NOVEMBER 7,1996 SSAC MEETING WERE APPROVED.
NEW BUSINESS
DISCUSSION ITEMS:
Mighk Wilson gave a report on the sub-committee's findings regarding the situation on West
Lake Brantley Road. After reviewing the walking conditions, it was felt by the sub-committee
that the conditions were safe enough for walking ~th one exception; a tree branch needed to be
trimmed. It was recommended by the sub-committee that the stop remain where it is. Jerry
Yontz, Safety Officer, volunteered to trim the branch.
Jean Crampton gave an overview of the situation at Country Creek & Ravens Crossing
Apartments. She recommended that the committee consider going out and working with the
Teague Middle School students by presenting a Safety Program to train students and parents on
safe pedestrian access to school. After the training we would have SSAC members in the area to
reinforce the training. Linda Moss agreed stating that she had observed students not using the
pedestrian features properly. Mighk Wilson stated he had a film that would be suitable for
middle school students. Jean recommended that the committee consider the second week in
January at 6:30 p.m., so that she can schedule the presentation with the school.
Bob Pieper presented his concerns to the committee regarding the missing link of 75 feet in the
sidewalk on Shepherd Road West of Highlands Elementary. Because it is wi.thin the jurisdiction
of Seminole County, he would like the County to be responsible for filling in the missing link in

the sidewalk. He would like SSAC to send a letter to whoever is responsible in the County for
putting in the sidewalk with a copy to the Winter Springs City Manager.
After further discussion, it was determined that yes, this is a need and will be added to the
Sidewalk Assessment Report. Linda Moss made a motion to go ahead and send a letter to the
County and put this on the Sidewalk Assessment Report. Motion seconded.
OLD BUSINESS:
Jean Crampton brought to the committee's attention the situation at Palmetto Terrace in Oviedo
where we eliminated a bus stop that was there. At the time, the committee recommended that the
students walk to school by Lake Jessup which is just over 2 miles by 500 feet. The issue here is
that students can walk to school by Hwy 434, which is less than 2 miles, or by way of Lake
Jessup, which is not traveled as heavily. A recommendation was made to give them the choice
of two routes. The recommended route of Lake Jessup or the most direct route ofHwy 434.
Jean Crampton asked the committee to take on a project involving sidewalk assessment reports
for middle schools. It was recommended that the committee take this on as a project with 2-3
people going out as a group on the project. SSAC agreed to start this program and requested
Transportation to provide them with 2-mile maps for each middle school.
James Kuhlmann pointed out that Keeth Elementary was in need of SSAC to review their
. student pick-up problem and traffic concerns. A sub-committee of volunteers agreed to review
the situation next week. The volunteers were: Glen Hammer, James Kuhlmann, Jerry Yontz and
Mighk Wilson.
Jean Crampton reminded the committee members of the Board Meeting on January 14, 1997, at
3 :30 p.m.
