Authorization
REQUEST: Police Department informing the Commission of the results of Special
Enforcement Tactics through the holiday season.
PURPOSE: The purpose of this Commission item is to inform the Commission of the
results of Special Enforcement tactics carried out during the Holiday Season
through the end of December, 1996.
CONSIDERA TIONS:
Analysis of crime trends indicate that there is a cyclical increase in certain types of
crimes during the Holiday Season from Thanksgiving Day through Christmas.
These crimes include residential burglary, armed robbery, and various thefts from
commercial establishments, homes and vehicles. Crime Analysts believe this
increase is caused by a basic human need to feel good about one's self by
following the societal expectation of gift giving during the season. Those who do
not follow the traditional role of working for the means to give to their families
and friends resort to taking from others to provide themselves with those means,
In addition, for those individuals who carry out such criminal activity throughout
the year, the holidays simply provide a period of "easy pickings". The
concentration of expensive presents under Christmas trees is a strong attraction to
residential burglars, particularly during the daylight hours when residents are out of
the house shopping and visiting.
Shortly after the beginning of the Holiday Season, the Police Department initiated
several Special Enforcement tactics to intensify Commercial & Residential
Burglary Deterrence/Apprehension; Armed Robbery Deterrence/ Apprehension;
and an enhanced High Visibility Traffic Safety Enforcement. For matters of
security, details of those tactics will not be divulged, but the results of the effort
will be expressed.

During the time period of December 17 - 30, 1996 , the period of enhanced
operations, the following holiday related criminal activity occurred:

This information translates into significant decreases in these types of activity through the
effort of the Police Department.

High-lights of the Police Department's efforts include:
*While on residential burglary stake-out, Ofc. Kevin Presley noticed a vehicle
backed into an area of trees adjacent to some condominiums on Sheaoh Blvd.
Believing it to be a possible burglar, Ofc. Presley investigated further and found it
to be a worker from a business on Belle Ave. using illegal drugs during a lunch
break. An arrest for possession of a controlled substance was made.
*While on patrol on the Midnight shift, Ofc. Mark Padgett observed two subjects
on the side of the Cumberland Farms Store at 3:00 AM. The subjects, dressed all
in black clothing, fled upon Ofc. Padgett's arrival, scaling the wall into the
Hacienda Village area, The subjects were not captured, but black stocking masks
and gloves which were dropped in the escape were recovered, and a burglary to
the businesses was thwarted.

REQUEST: City Manager requesting the Mayor and Commission to give special
recognition to the life-saving actions taken by members of the Police Department.
PURPOSE: The purpose of this item is to recognize the live-saving efforts recently
taken by Officers Michael Robbins and James Flannigan, of the Winter Springs Police
Department, to save a citizen from serious injury or death during a structure fire.
CONSIDERA nONS:
Acting Chief Robert Pieper has brought to my attention the actions of Officer Michael
Robbins and Officer James Flannigan, regarding the recent rescue of an unconscious
person during a residential structure fire. These actions should be recognized by the
Commission, and the appreciation of the Mayor and Commissioners, on behalf of the
community, should be expressed.
On Thursday, January 2, 1997 at 5:45 P.M. the Winter Springs Police Department was
advised of smoke emitting from the residence at 635 Murphy Road. Officer Michael
Robbins responded to that location within three (3) minutes, and observed heavy smoke
coming from the home. Officer Robbins initially attempted to enter the front of the home
to search for occupants, but could not see through the heavy smoke. Changing his
approach to the garage side of the home, Officer Robbins entered through the kitchen area
and observed a man fall onto a couch in the living room. Officer Robbins attempted to
rouse the man and assist him from the home, but the man was very disoriented. While
attempting to get the man off of the couch, Officer Robbins observed the source of the fire
in the bedroom, ran out of the house and retrieved a fire extinguisher, and returned to the
house to fight the fire. Upon extinguishing the fire, Officer James Flannigan arrived as a
back-up to Officer Robbins, and the two Officers then got the man off of the couch and
outside the home. Arriving units from the Winter Springs Fire Department then took
charge of the man and provided medical attention. The occupant was later released from a
local hospital with minimal injuries. Officer Robbins was treated by paramedics on the

scene for smoke inhalation.
Due to the rapid response and quick action of Officer Robbins and Officer Flannigan,
the occupant of the home was saved from the fire, and the home suffered minimal damage.
Officer Michael Robbins and Officer James Flannigan are to be commended for their
heroic actions, and the appreciation of a grateful community should be expressed through
the Mayor and City Commission.
RECOMMENDATION:
Recommend that the Mayor and Commission provide special recognition to these Officers
for thieir actions, as described above.
