COMMISSION AGENDA ITEM B REGULAR CONSENT INFORMATIONAL X January 13. 1997 Meeting MGRItw1 /DEPT j/Y Authorization REQUEST: Public Works Department Advising the City Commission of Our Intent to Resubmit the IDghway Beautification Grant Application for S.R. 434. PURPOSE: The purpose of this Board item is to advise the City Commission that we are resubmitting the Highway Beautification Grant application for landscaping and inigation on S.R. 434 from S.R. 419 to Tuskawilla Road. CONSIDERATIONS: The City Commission approved Resolution #774 on January 22, 1996 which authorized the City Manager and staff to apply for a Highway Beautification Grant for S.R. 434. We were unsuccessful in that attempt and it is our intent to reapply for the 1997 Highway Beautification Grant under the same authority granted WIder Resolution #774. The previous landscaping and inigation design was performed by Conklin, Porter & Holmes at a cost of$9,500. Upon reviewing the rejection letter from last year with CPH, we noticed that many of the deficiencies were due to not meeting the minimum DOT landscaping design criteria. CPH has agreed to redesign the landscaping plans for the original scope of work for this years grant application at no cost. We did expand the scope of work slightly for this years application to include front portions of the two large DOT retention ponds. The cost for this additional design work will be less than $1,000. The grant application is due February 1, 1997. We are seeking approximately $125,000 in grant monies to pay for the plant materials which is largely crepe myrtles, liriope, .. January 13, 1997 Informational Agenda Item B Page 2. hawthomes and wildflowers. No trees are allowed in the medians due to the lack of curbing. The City's contribution will be in kind labor and the materials for the irrigation system which is estimated at $90,000 and $35,000, respectively. A copy of the landscape plans are available in the City Clerks office for review. IMPLEMENTATION: Grant recipients will be notified July 1, 1997. Ifwe are successful, the Highway Beautification Grant Memorandum of Agreement and Highway Landscaping Maintenance Memorandum of Agreement will be brought before the City Commission for consideration. COMMISSION ACTION: Attachment No. 1 i...~ RESOLUTION NO. 774 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA AUTHORIZING TIIE CITY MANAGER AND HIS STAFF TO APPLY FOR A HIGHWAY BEAUTIFICATION GRANT, ENTER INTO A HIGHWAY BEAUTIFICATION GRANT :MEMORAt'IDillvI OF AGREEMENT, AND ENTER INTO A' HIGHWAY LANDSCAPING MAINTENANCE :MEMORANDUM OF AGREE:MENT WITH THE FLORIDA DEPART:MENT OF TRANSPORTATION WHEREAS, many roadside areas and median strips abutting Department of Transportation rights-of-way areas must be maintained and attractively landscaped: and WHEREAS, the Mayor and City Council desire that the City of Winter Springs beautify and improve various rights-of-way areas within the City of Winter Springs by landscaping; and WHEREAS, the Mayor and City Council of the City of Winter Springs wish to authorize the City Manager and IDS staff to apply for a Highway Beautification Grant, enter into a Highway Beautification Grant Memorandum of Agreement, and enter into a Highway Landscaping Maintenance Memorandum of Agreement between the City of Winter Springs and the Borida Department of Transportation. NOW, TIffiREFORE, BE IT RESOLVED BY TffE CTIY COM1v1ISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS: SECTION I - The Mayor and City Council of the City of Winter Springs hereby authorize the City Manager and his staff to apply for a Highway Beautification Grant, enter into a Highway Beautification Grant Memorandum of Agreement and enter into a Highway Landscaping Maintenance Memorandum between the City of Winter Springs and the State of .. " Borida Department of Transportation. SECTION II - The City Clerk of The City of Winter Springs is hereby directed to send copies of this Resolution to the Department of Transportation and all other persons as directed by the Mayor and City Council.
