REQUEST: The Fire Department requests that the City Commission review the
information pertaining to the awards presented to the Department
from the State of Florida, Department of Health and Rehabilitative Services,
Office of Emergency Medical Services.
PURPOSE: The purpose of this Commission item is to assure that the City Commission is
informed of the achievements of the Fire Department, and to recognize the
employees who directly contributed to the Department being awarded Exemplary
Vehicle Status and Exemplary Records Status by the State EMS office.
CONSIDERA TIONS:
· On September 18, 1996, the Winter Springs Fire Department was visited by the
State EMS office's compliance monitoring unit. This monitoring unit reviewed the
Fire Departments vehicles, service records, and facilities to insure that we are
operating our service to the State's standards. This review revealed no significant
deficiencies during their inspection and the Fire Department was awarded
Exemplary Status for both Vehicles and the Records of the Department.
· The Fire Department would like to recognize those employees who were on duty
during the inspection and contributed to the award. John Quinteros and Robert
Keene of Rescue #24, and Lt. Donald Farnum and Jeffrey McCall of Engine #24.
We would also like to recognize those employees who maintain the records and
insure the operational standards are maintained at the highest level. Administrative
Secretary Patricia Schraff, EMS Director Carl Pilcher, Training Officer Robert
Beck, and Deputy Fire Chief David O'Brien.
· It must be recognized that it takes a continuos effort by all employe.es of the Fire
Department to achieve this status.

Dear Mr. Lallathin:
Our office's compliance monitoring unit conducted an announced site visit of
your service on September 18, 1996. The review revealed no significant deficiencies
during the inspection of your vehicles and service records and facilities. Your response
to our inspection is now completed.
Because there were no significant deficiencies, your service is awarded
EXEMPLARY VEHICLE STATUS and EXEMPLARY RECORDS STATUS by the State
EMS office. These awards recognize those services and individuals who demonstrate
outstanding service to their community through the excellent condition of their vehicles
and records. The condition of your vehicles and records reflects true commitment and
dedication to serving the citizens and visitors of the state.
Congratulations for achieving this status. Please extend our congratulations to
crew members John Quinteros and Robert Keene of Unit #R-24, and Donald Farnum
and Jeffrey McCall of Unit #E-24 for their contribution to the exemplary status of their
vehicles. Also extend our congratulations to your entire staff for their contribution to the
exemplary status of their records.
You will be recognized in the forthcoming State Office Report which is distributed
at the quarterly EMS Advisory Council meetings. This is our way of notifying your peers
in the EMS community of your achievement. I encourage you to share your successful
methods. with other providers.
Please note that the policy initiated in 1994, where services that achieved an
exemplary status were inspected less frequently, has been rescinded. As of July 1,
1996, frequency of inspections is not related to achievement or nonachievement of
exemplary status. .
