REQUEST: Land Management Department presents for informational purposes, the conceptual
plan for Courside Villas.
PURPOSE: The purpose of this Board item is to inform the Commission of the proposed plans
to develop that property located to the immediate west of Seville on the Green
Apartments off Sheoah Boulevard within the Highlands Planned Unit Development
(PUD). This property is surrounded on the remaining three (3) sides by the Winter
Springs Golf Course.
CONSIDERA TIONS:
This item is being presented to the Commission for informational purposes. The
plans are in the conceptual phase only and are not construed to meet Code
requirements at this time. This procedure allows the developer to receive input
from all City entities (Commission, Planning and Zoning Board, and Staff)
involved in the approval process prior to commencing formal engineering.
This particular plan is to develop a twenty (20) unit subdivision at the location
described above.

Conceptual Plan
Courside Villas
The Staff, on September 18, 1996, met with Mr. L. Feinberg, Architect, and his engineer to
discuss the conceptual plans for Courside Villas. The property is approximately 2.75 acres in size
and is located to the immediate west of Seville on the Green Apartments off of Sheoah Boulevard
within the Highlands Planned Unit Development (PUD). This property is surrounded on three (3)
sides by the Winter Springs Golf Course.
The purpose of the meeting was to discuss varied concerns that need to be addressed to satisfy
Staff and Code requirements. Items discussed were stormwater management, fire hydrant
placement, building code requirements, parking spaces, etc. The plan, as presented, does not
meet Code requirements. This will come into play once formal engineering is submitted.
The property is zoned PUD and the Land Use assigned is Higher Density Residential. This land
use was recommended for approval by the Planning and Zoning Board on October 14, 1995 and
approved by the Commission on November 13, 1995. The action took place under a Small Scale
Amendment and because of this, the density allowed is no more than ten (10) units per acre.
Theoretically, this parcel could have as many as twenty seven (27) units, but the developer chose
to have twenty (20) units.
There is no Code requirement for a conceptual plan to come before the Planning and Zoning
Board, but the architect chose to take this route to ensure that everyone is in agreement prior to
commencing formal engineering.
Again, that which is presented to the Board does not meet Code requirements.
