REQUEST: The Parks and Recreation Department requests the City Commission review
the proposed "Parks and Recreation Brochure" draft for consideration of
approval as to form and content prior to printing.
PURPOSE: The purpose in submitting the brochure draft in proof form to the Commission is
to receive comment and approval on the draft format and content prior to the final
correction phase and the product being forwarded to the printer for production.
See Attachment # 1.
CONSIDERATIONS:
*
The Parks and Recreation Department and the Beautification of Winter
Springs Board have been reviewing the format and content for a Parks and
Recreation Facilities Guide/Brochure for over a year. The brochure will
be made available to the public and citizenry for the purpose of informing
them of the Parks and Recreation facilities of Winter Springs that are
available for their leisure use, their location and the amenities contained in
each respective park.

Three quotes were solicited toward developing the brochure from area
vendors for acquiring services for photography, color separation, layout
design and printing of the brochure. The project was presented to Video
Film Services by Gary Wilcox for development and production in the
amount of $2,470.00 which includes printing of 5000 colored copies.

The brochures will be distributed to the public through, but not limited to,
the following actions:

(A) Per telephone request-by mail or physically coming to the
office.
(B) Available in City Hall lobby.
(C) Welcome Wagon or similar welcoming organization that
visits newcomers homes with gift packs and valuable local
information.
(D) At Athletic Organizational Meetings and Community
Homeowner Association Meetings.
(E) Pre-school facilities such as La Petite, etc. (if desired).
(F) Developers and Home Builders.
(G) Available in lobby of Senior Center and Civic Center
Facilities.
(H) Distribute whenever talking to community group.

The useful tenure life of the brochure is speculated to be thirty to thirty-
six months. If the park system expands parallel to growth expectations a
revision will be. necessary within this time frame.
ISSUE ANALYSIS:

No major issue is speculated at this time. The only unknown at this time is
whether or not the brochure will be popular-if so, a reprint may be
necessary if deemed appropriate.
FUNDING:
Funding in the amount of $2,470.00 is presently approved and
encumbered by purchase order to accommodate the completion of the
brochure production. Budget Line Code 7200-54800.

RECOMMENDATION:

The Parks and Recreation Department recommends that the Commission
review the brochure draft as to format and general content and consider
approval of:
(A) brochure draft format and general content and;
(B) that appropriate corrections be made prior to final
print phase,
(C) direct Parks and Recreation Director to make any
changes or amendments that are deemed
appropriate by Commission upon review and their
response.
IMPLEMENTATION SCHEDULE:

Upon format and content approval by the Commission all corrections will
be made to the draft. A final proof will be reviewed by staff and then final
print approval will be given to the printer.

Brochures should be available for public distribution by October 15, 1996.

A neighborhood mini-park with a half
court basketball, daylight tennis court,
racquetball wall, playground and small picnic
shelter. The park is located on Moss Road
and Dolphin Road.

courthorseshoe pit, picnic shelter and bar-
b-quepit. This park is located on a small
lake at Ranchland Rd. and Hayes Rd. A
great place for a family gathering.

The City of Winter Springs wishes to
extend an invitation to the residents and guests
of our city to visit and share the activity and
natural themed parks which are provided for
your enjoyment and leisure pleasure.
We have taken pride in assuring that
positive steps are in place which warrant that
the park system will continually strive to
address the recreation and leisure pursuit needs
and interests of our residents. We solicit your
comments and suggestions on how we can
make our park system even better. Please
feel free to contact the City Manager,
Commissioners, Mayor, or the Parks and
Recreation Department with your
recommendations.

The City's park syst~ consists of eight
park sites which are developed for public use.
There are approximately 350 acres available
for use or future development within the city.
125 acres are presently developed, 175 acres
are environmentally sensitive and
approximately 50 acres are undeveloped.
The following information is provided to
present a brief overview of the park and
leisure facilities available for your use and
enjoyment.
A very pleasant passive area with a nature
trail that parallels Bear Creek. Contains two
small bridges and three picnic tables. A great
place to have a picnic lunch during the week.
EI Sam Smith Memorial Park
Neighborhood park with playground, large
pavilion with grills, exercise course and passive
walk area. Great facility for hosting a family
reuruon.
~ Sunshine Park
Neighborhood park with tennis and basketball
courts, large picnic pavilion, bar-b-que pit, small
softball practice fields, playground equipment and
volleyball court.

Trotwood Park
A large neighborhood park which is developed
with tennis, basketball, and racquetball courts.
There are also softball and soccer fields available
for sporting activities.

Central Winds Park
A community park with competition quality
baseball, softball and soccer fields, volleyball
courts and a miniature golf course. A passive
area on the west side of the park includes
pavilions, picnic grills, playground, horseshoes
and a nature trail.
