Stop and Centra Care Medical Center, divisions of Florida Hospital to perform drug/alcohol tests according to Florida Statutes 440.101 and 102. PURPOSE: The purpose of this request is to allow the City Commission to 1) appoint Dr. Jock Sneddon of Florida Hospital Corporate Services as an MRO for drug testing for the City; 3) hire D.O.T. Stop and Centra Care Medical Center, divisions of Florida Hospital to perform drug/alcohol tests according to Florida Statutes 440.101 and 102. CONSIDERA TIONS: · On July 08, 1996, the City Commission appointed Dr. Russell Graham as MRO for drug testing. · On September 09, 1996, the City Commission amended Dr. Russell Graham's agreement to exclude CDL drug testing, and appointed Dr. Jock Sneddon of D.O.T. Stop as the MRO for CDL testing. September 23, 1996 CONSENT AGENDA ITEM F ADD ON Page 2 . Dr. Graham has now indicated that he does not have the facilities to perform drug/alcohol tests during off-duty hours from 5:00 P.M. to 9:00 A.M. Dr. Graham stated that he was unaware that the City required drug/alcohol testing during these hours. . The City needs 24 hour drug/alcohol testing in place in case a test is required after normal operating hours, 8:00 A.M. - 5:00 P.M. . It is possible for drugs to be present for eight hours after suspicion. However, alcohol presence diminishes by the hour. Immediate testing is required for alcohol, according to Florida Statutes 440.101 and 102 requirements. . Dr. Graham has indicated that he is agreeable to being released from drug testing responsibilities except for all drug tests related to annual Fitness for Duty Medical Examinations. As in the past, Dr. Graham will continue to be the MRO for the City and perform all drug tests related to these examinations. . D.O.T. Stop and Centra Care Medical Center, divisions of Florida Hospital, have agreed to provide 24 hour drug testing for the City at the same rates as Dr. Graham, i.e., [$40/drug screen] for NIDA 5 Panel Drug Screen. ISSUES: 1) The City Commission has previously set policy on the City becoming a Drug-Free Workplace effective October 01, 1996. 2) In order to fully implement the Drug-Free Workplace Policy, the City needs 24 hour testing for drugs/alcohol. Stop and Centra Care Medical Center, divisions of Florida Hospital, to perform reasonable suspicion and accident related drug/alcohol testing, as required by Florida Statutes 440.101 and 102, and appoint Dr. Jock Sneddon as a dual MRO for drug/alcohol testing for the City. 2. That the City Commission enter into a contract with D.O.T. Stop and Centra Care Medical Center, divisions of Florida Hospital, at [$40/drug screen] NIDA 5 Panel Drug Screen, the same rate as Dr. Russell Graham for drug testing under the City's Drug-Free Workplace Policy. STOP and Celltra Care Medical Center, divisions of Florida Hospital, hereinafter referred to as liDS" and "CCMC", do hereby enter into this Agreement in accordance with and subject to the following: 1. Scope of Ser-vice. DS and CCMC will provide the following services for the Company: ARCA (HRS) 5 Panel Urine Drug Screen ARCA (RRS) 8 Panel Urine Drug Screen ., AReA (RRS) 10 Panel Urine Drug Screen 2.
