REQUEST: Commerce and Industry Board endorsing Winter Springs Rotary Clubs request to
increase the City's annual contribution to the Winter Springs Arts Festival from
$1,500 to $2,500 for the 7th Annual Winter Springs Arts Festival to help pay for
television advertising.
PURPOSE: The purpose of this agenda item is to request the City Commission to increase its
donation to the 7th Annual Winter Springs Arts Festival to be held on December 7th
and 8th, 1996 from $1,500 to $2,500 to pay for television advertising that will
dramatically increase Rotary's earnings and donations back to the community.
CONSIDERATIONS:
The amount of money the Rotary Club is able to put back into the community is
directly related to the success of the Arts Festival.
Rotary is attempting to double the size and earnings of the Arts Festival in 1997
through more aggressive advertising, and mainly through the first time use of
"television advertising".
W.F.T.V. Channel 9 has just recently agreed to provide Rotary with $15,000 of
advertising for $5,000 as their contribution to the event. Channel 9 has the highest
viewer ship of all television stations in the Metropolitan Area, and it is believed that
this level of advertising will dramatically increase attendance at the event.

FUNDING:
The City has historically given Rotary $1,500 from the Promotional Expense line
item in the City Commission Budget. The additional $1,000 would also be charged
to this line item.
RECOMMENDATION:
It is recommended that the City Commission assist the Winter Springs Rotary Club
in their efforts to double the size and earnings of the 7th Annual Winter Springs Arts
Festival by increasing the City's donation to the festival from $1,500 to $2,500 to
help finance an aggressive television advertising program.
