REQUEST: Police Department requesting the Commission consider approval of
Resolution Number 792 waiving permit fees for Political signs for 1996 elections.
PURPOSE: The purpose of this Commission item is to determine if the Commission
desires to waive the collection of permitting fees for Political signs for 1996 elections.
CONSIDERATIONS: In past elections seasons the Commission has waived the
collection of sign permit fees for Political Campaign signs. Political Campaign signs must
still conform to and comply with relative City Ordinances. The waiving of the collection
of permitting fees allows for a simpler system of the issuance of sign permits for political
signs by agents in the field, as well the continued issuance from City Hall.
FUNDING: N/A
RECOMMENDATION: It is recommended that the Commission approve Resolution
Number 792 waiving the collection of permitting fees for political signs for the 1996
elections.

I HAVE ISSUED II SIGN PERMITS ON COMMERCIAL PROPERTY. I HAVE
REMOVED 5 SMALL SIGNS FROM RIGHT OF WAY AND HAVE HAD OWNER PLACE
THEM ON THEIR OWN PROPERTY BY MY VERBAL INSTRUCTION. I HAVE BEEN
IN TOUCH BY PHONE AND IN PERSON WITH THE SIGN REPRESENTATIVE OF THE
BECKER AND ESLINGER CAMPAIGN TO REMOVE SIGNS THAT NO PERMIT MAY BE
ISSUED; SCORE 4 BECKER, 1 ESLINGER.
INSPECTOR DID HOLD A CITATION INSTRUCTION CLASS FOR THE BUILDING
INSPECTORS AT 7: 00 A.M., AUGUST 14, 1996; THE MORNING FOLLOWING
CITY MANAGER INSTRUCTIONAL MEETING. DAVE, MIKE AND ANDREW OF
BUILDING DEPARTMENT HAVE ACTIVELY LOOKED FOR VIOLATIONS AND HAVE
REMOVED 3 SMALL SIGNS FROM RIGHT OF WAY AND ISSUED NO PERMITS. AS
A GROUP, WE HAVE DISCUSSED JURISDICTIONAL PLACEMENT FOR NUMEROUS
SIGNS, AND CONCLUDED DISPOSITION OF SAME.

RESOLUTION NO. 792
A RESOLUTION OF THE CITY OF WINTER SPRINGS,
FLORIDA, WAIVING THE PERMIT FEES FOR SIGNS FOR
CANDIDATES FOR THE NOVEMBER 5, 1996 ELECTION;
CONFLICTS AND EFFECTIVE DATE.
WHEREAS, a Municipal Election will be held this year on November 5, 1996 and
a General Election will be held on the same date; and
WHEREAS, the City Commission deems it to be in the best interest of the City and the
general public to waive the fees for signs for all candidates in the November 5, 1996 election.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF WINTER SPRINGS,
FLORIDA, AS FOLLOWS:
SECTION I: The City Commission of the City of Winter Springs, Florida, hereby waives
the fee for political signs for all candidates in the November 5, 1996 election.
SECTION II: This Resolution shall remain in force and effect until November 5,
1996.
SECTION III: All Resolutions or parts of Resolutions in conflict with this Resolution are
hereby repealed.
SECTION IV: This Resolution shall take effect September 9, 1996.
